DESCRIPTION
Uses skills as a seasoned, experienced research administrator to independently develop, negotiate and execute a large variety of unfunded agreements of varying risk and complexity, with all types of external entities (public, private, state, local, etc.). Unfunded agreements include Confidentiality Agreements (CDAs), Non-Disclosure Agreements (NDAs), Non-Industry MTAs, Data Use Agreements (DUAs), Data Transfer Agreements (DTAs), Equipment Loan Agreements (ELAs) and other unique contracts/agreements required at some stage of sponsored research projects by UC San Diego Principal Investigators. Incumbent is responsible for reviewing, modifying, negotiating and executing these agreements for Principal Investigators from Health Sciences and General Campus. The incumbent also is responsible for similar “unfunded” Material Transfer Agreements between UC San Diego and other non-industry entities such as federal, state, other government or local municipality partners.
The incumbent engages with the broadest cross-section of the UC San Diego research community, in deadline-driven efforts, and makes sound judgement under significant pressure, with large volume and variety of activity. Incorporates a diverse scope of responsibilities where analysis of data requires thorough understanding of complex regulations, compliance requirements, policies and administrative requirements. Completes and approves transactions subject to the delegated signature authority assigned to the position for extramural sponsored research agreements. Ensure the proper commitment of University resources.
When needed, verify adequate compensation, protections of intellectual property and University owned technologies/patents, coordinate compliance of special review (Human Subjects, Animal Subjects, Conflict of Interest, etc.), and address conformity with both University and sponsoring entity regulations. Unfunded Agreement Service lines entails a wide and divergent variety of agreement types and a-typical circumstances, requiring the incumbent to be creative and flexible, yet comply with all applicable regulations and policies. Act as liaison between the University, Principal Investigator, and the partnering entity.
Acts as a Lead member of the team for purposes of mentoring and training, and exhibits advanced experience to support team members in the wide variety of complexities. Provides this lead role to assist Assistant Director, and offer by-the-minute support to C&G Officers and Senior C&G Officers.

QUALIFICATIONS
Bachelor’s degree or higher with focus in fields such as life sciences, physical sciences, technology, engineering, contract law, intellectual property law, public administration, or political science and four (4) years related research administration experience or combined equivalent.
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Ability to apply these principles to a wide variety of contracts for research and services. Knowledge of research policies, procedures, organization, and structure.
Experience in drafting correspondence, moderately complex award language, and agreement modifications. Demonstrated ability to independently resolve potential conflicts with extramural sponsors, as well as with University faculty/researchers and administrative staff. Demonstrated ability to research, interpret, and develop written procedures.
Experience reviewing complex funding/contract solicitations and analyzing and negotiating complex, moderate-risk terms and conditions of resulting awards/contracts in relation to receipt of University funding from extramural sponsors. Experience analyzing, interpreting, and comprehending conditions of award/legal agreements of moderate complexity and risk and recognizing impact of potential problems and formulating subsequent resolutions.
In-depth knowledge of terms and conditions of a variety of moderately complex award instruments (e.g., contracts, collaborations/consortia, non-disclosure/proprietary information agreements) with an emphasis on publication restrictions, patents, copyrights, rights in data, indemnification, conflict of interest, etc.
Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Knowledge and understanding of how these compliance requirements relate and apply to the specific types of agreements negotiated.
Excellent/effective oral and written communication skills, including ability to construct complex legal language as well as persuasive correspondence to convey information in a clear, organized, and concise manner. Ability to prepare concise presentations. Demonstrated excellent customer service/interpersonal skills including diplomacy, tact, and patience when interacting with all individuals.
Maintains current knowledge of compliance regulations in all areas of research administration. Specific knowledge of applicable regulations such as Uniform Guidance, HIPAA, CPRA, the UCOP Contract & Grant Manual, FERPA, etc.
Demonstrated ability to research, interpret, and develop written procedures.
Strong skill in organizing and setting priorities and accomplishing tasks in an environment with ever-changing priorities and frequent interruptions. Ability to perform independently with minimal direction. Ability to adapt, implement, provide input into, and evaluate new procedures, systems, and processes. Knowledge and ability to effectively work in and facilitate a team environment.
Proficiency in the Microsoft suite of productivity applications such as Word, Excel, PowerPoint, Outlook and Visio. Strong ability to compile, review, and analyze information/data, and recommend alternatives.
Expert contract and grant knowledge and experience. Ability to share experiences and knowledge with other staff. Experience training and mentoring of staff. Ability to act as lead contract and grant officer.
Demonstrated ability to independently resolve potential conflicts with extramural sponsors, as well as with University faculty/researchers and administrative staff.

Pay Transparency Act
Annual Full Pay Range: $53,600 – $111,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $25.67 – $53.45
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
