Description

The Purchasing Specialist will manage the purchasing functions of the College, ensuring procedures and best practices are followed with regards to purchasing. The Purchasing Specialist acts as a backup to the Mail and Receiving personnel, as necessary.

Examples of Duties

Implements the daily purchasing functions, ensuring compliance with college procedures and state regulations.

Reviews purchase requisitions for accuracy; determines quotation/bid requirements and assists college personnel with obtaining necessary quotes.

Converts requisitions into Purchase Orders, verifying the accuracy of the information contained within the document.

Maintains files of Purchase Orders, verifying the proper backup paperwork is obtained, allowing for a valid Purchase Order in compliance with the laws within the State of New Jersey.

Communicates with vendors, faculty, and staff to resolve purchasing issues that may arise during the normal course of business.

Reviews potential vendors and makes vendor selections based upon optimum price, delivery time, and quality of materials or supplies available.

Analyzes and verifies all monthly bills for copiers and issue check requests.

Reviews open purchase orders and follows up with vendors to ensure delivery as indicated; corresponds with vendors and/or College staff to clarify details of order.

Assists in training potential new requisitioners.

Contacts service persons for repair of equipment.

Creates all new vendors in the ERP. Obtains and maintains files for W-9’s, BRC’s, and pay-to-play reporting information for all vendors.

Contacts budget managers to set up purchase orders annually.

Reviews all accounting information on requisitions for accuracy.

Prepares credit applications for vendors, as required.

Assists in the testing of all ERP software upgrades or other existing software related to the purchasing functions.

Performs other duties, as assigned.

Minimum Qualifications

Associates degree in Business Administration, Public Administration or related field required.

Minimum two years’ experience in buying/expediting/purchasing. Prior experience in higher ed or public sector preferred.

Familiarity with New Jersey purchasing regulations.

Experience with a Higher Education Software, Ellucian Banner preferred.

Excellent computer skills, including proficiency in all Microsoft Office applications including Word, Excel, and Access

Ability to work a flexible schedule with varied hours to meet department and College needs

Possess the ability to work well and communicate effectively with prospective and current students, staff, faculty, administration, and colleagues and community partners

Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic and ethnic backgrounds of community college students, faculty, and staff and a commitment to a student-centered environment
