General Summary: The Bursar reports to the Controller and is responsible for the billing, collection and refunding of student tuition and fee revenues ensuring compliance with internal and external regulations, policies, and procedures. The Bursar assumes responsibility for the strategic use and development of system technologies to support and enhance the objectives of the Administration & Finance team and provides leadership, training, and guidance for staff in promoting sound business practices that assist in the accurate and timely collection of money as well as required accounting. The Bursar is an integral member of the Controller’s team, working closely with the treasury and accounting units. Additionally, provides the controller with potential policy considerations and long-range strategic goals to further service the goals of the office and University. Independent thought, judgement, and personal initiative in completing required and assigned tasks is required for success.Examples of Duties: Lead the technical, functional design and execution of the annual tuition and fee assessments.Author and enforce Student Billing Policy to ensure timely invoicing, collection of receivables and enforcement of financial responsibility of all enrolled students.Serve as editor of the Bursar Website content providing accurate and timely information.Provide technology strategy for the department with the evaluation and implementation of new technologies.Direct the 1098T production process including communication, IRS reporting and tax document distribution for the Boston Campus.Responsible for the oversight of the departmental budget and management resulting in fiscal responsibility.Direct student refunding and emergency disbursement policies and procedures to ensure the timely and accurate delivery of student payments.Recruit, retain, and motivate bursar unit staff to establish and meet the goals of the department.Manage and execute all contracts and agreements with departmental third-party vendors utilized by the Bursar.Review performance and placement of student accounts with Third-Party Collection Agencies to yield favorable results for the Boston Campus.Administer the Health Insurance Waiver Process and Billing to Carrier for the student insurance program.Collaborate with campus departments to achieve University and Campus fiscal and enrollment goals.Serve on the campus cross functional team and university 5-campus student financial core teams to ensure accuracy of data shared amongst teams and recommend/implement improvements for the delivery of services.Provide and interpret the Campus and the Department with Ad Hoc Financial Reporting when requested.Provide the Controller with operation with administrative project support as needed.Qualifications: Bachelor’s degree in business or related field. Master’s degree preferred.5-7 years’ experience in higher education finance and/or student account operations with progressive responsibility; 5 years in a managerial role.Strong, effective interpersonal and communication skills, both oral and written, and demonstrated use of skills with diverse populations.Demonstrated fluency in using Microsoft Office (Excel, PowerPoint, Word), and proven skills using large ERP systems; including but not limited to designing and developing analytical reports.Application Instructions:Please apply online with your resume, cover letter and list of three references.
