Department Overview:
The Emergency Management Unit is a subdivision of the Department of Public Safety. This position will work hand-in-hand and provide support to the university’s Police Department and Emergency Management Unit.
Position Overview:
Supervises Communication Center staff and participates in administrative functions of the work unit. Manages and organizes office operations, including budgets, procedures and personnel. Interprets and advises internal and external customers on departmental or program policy and guidelines. Must be able to perform queries, standard and modified reports from the university systems as well as state authorized systems and must be able to produce documents using Microsoft Office.
Assists leadership in program, event and project planning and development. Interprets, monitors, and analyzes information regarding operating policies and procedures. Analyze and resolve administrative services issues and needs. Maintains personnel records, including vacation and leave of office staff; approves time sheets as needed. Coordinate with other administrative staff on all intra-unit operations and procedures.
Reports to and provides support to the Director of Emergency Management in areas that focus on the development and application of emergency management principles including disaster preparedness, mitigation, response, and recovery.
Assists in essential emergency management functions including the development and implementation of exercises, drills, and operational testing. Assist in the instruction of relevant emergency management training sessions such as disaster courses and NIMS training. Subject to 24-hour on call.
Department Specific Essential Job Functions:
This position is deemed mission essential. In case of inclement weather or other emergency situations, the incumbent is expected to report to work as directed.
Subordinates to this position work shifts 24/7/365 and the incumbent will be expected to work varying shifts on occasion as well as modify work schedules weekly to ensure operational objectives and to engage with subordinates.
Qualifications / Experience Required:
Requires a work experience that provides knowledge of and exposure to fundamental theories, principles, and concepts. Requires the application of expertise in a chosen field to achieve results. 5+ years of experience, or a combination of experience with a bachelor’s or master’s degree in a field of study that is related to or corresponds to Public Safety operations. Appropriate professional accomplishments and credentials. Must NOT have any felony conviction or misdemeanor conviction for domestic abuse or any serious misdemeanor.
Experience Preferred:
Minimum of sixty (60) college credits. Experience using Oklahoma Law Enforcement Teletype System equipment. Must effectively speak the English language. Must possess a valid Driver License. Must be within one year of successfully completing a State of Oklahoma’s Telecommunications Certification course involving initial intermediate level training and biannually thereafter. Working knowledge if NIMS and ICS and the principles of emergency management.
Knowledge/Skills/Abilities:
This is a skilled position wherein the incumbent must frequently function without supervision. Independently make sound and effective decisions leading to correct, valid and appropriate courses of action. Expresses ideas clearly and concisely, both orally and in writing. Speaks calmly while under stress. Keeps highly accurate records and files. Operates at a high level of efficiency public safety communication devices, i.e., police radio, recording, and telecommunications equipment (teletype). Deals efficiently with highly stressful conditions during emergencies, to include life threatening situations. Demonstrates good human relation skills which permit the establishment and maintenance of effective working relationships with general public, other individuals and groups, and public agencies. Follows complex spoken and/or written instructions. Good communication and public relations skills. Proficient use of PCs and Microsoft Office. Good supervisory and organizational skills. Ability to use office machines and equipment pertinent to the operation of a professional business office.
