DESCRIPTION

The HIV Neurobehavioral Research Program (HNRP) – Center for Medicinal Cannabis Research (CMCR) is housed within the Department of Psychiatry and serves as the umbrella organization that provides broad scientific and programmatic leadership for multi-disciplinary research programs related to the neurologic, neurocognitive, and psychiatric impact of HIV/AIDS, as well as the potential benefits and limitations of cannabis and cannabinoids as medicine. As part of its leadership role, the HNRP-CMCR stimulates and helps coordinate interdisciplinary collaborative research at the local, regional, national, and international levels, and also serves as a resource for consultation, training and career development for investigators working in HIV/AIDS, mental health, and cannabis research.
The incumbent will work as a HNRP-CMCR Research Administrator for the HNRP-CMCR Business Office providing financial analysis, fiscal management and administration of a full range of extramural grants, contracts, subcontracts, and service agreements totaling approximately $6 million annually funds including the HNRC (HIV Neurobehavioral Research Center), an NIH-funded interdisciplinary HIV/AIDS Center, the CMCR (Center for Medicinal Cannabis Research), a State-funded research center, which includes independent developmental research award funding for upcoming new investigators. Duties include, but are not limited to, comprehensive pre- and post-award administration of federal, state and private agency contracts and grants, and consortium agreements.
The incumbent will work with project directors to develop budgets and calculate overhead costs, ensuring that budgets are accurate and well justified and that NIH biographical sketches and other supporting documentation are complete for competing and noncompeting applications. The incumbent must have awareness and understand the importance of maintaining confidentiality for HIV-infected and cannabis research participants.
MINIMUM QUALIFICATIONS
Six (6) years of related experience, education/training, OR a Bachelor’s degree in related area plus two (2) years of related experience/training.
Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Ability to manage a high volume of transactions. Ability to perform moderately complex financial analysis and customized reporting.
Proven competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Maintains current knowledge of compliance regulations in all areas of research administration.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
Proven understanding of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
Proven understanding of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Strong ability to perform routine financial analysis and reporting.
Demonstrated experience working with computer and information management systems.
Demonstrated organization and communication skills and customer service focus.
Proven ability to process research proposals, awards and transactions related to contract and grant management and to maintain contract and grant records in compliance with institutional and research sponsor policies.
Strong skill in providing comprehensive financial management of extramural funds, including awards with domestic and/or foreign consortium agreements.
Experience in effectively using financial management tools including Excel, UCPath, ORACLE Financial Cloud, RSCore, and Blink systems for administration of awards.
Experience independently analyzes expenses, develops cost projections, and oversees financial tracking and control.
Proven ability to analyze and verify appropriateness of charges, corrects any discrepancies, and advises support staff of any errors or problems.
Experience to prepare complex budgets for grant proposals, and coordinate with Principal Investigators and Contracts and Grants regarding agency requirements, regulations and special requests.

Annual Full Pay Range: $48,900 – $102,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $23.42 – $48.99

The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
