Health Research, Inc. (HRI) contributes to the health and well-being of the people of New York State by complementing and enabling the strategic public health goals of the New York State Department of Health (DOH), Roswell Park Cancer Institute Corporation (RPCIC), and other health-related entities.
HRI provides best-in-class resource administration for stakeholders and programs related to the work and priorities of the Department of Health and its other partners. HRI does this through the provision of knowledge, expertise, funding guidance, and fiduciary oversight of sponsored program funding for public health and research programs in concert with community partnerships.
Job Description:
Responsibilities
The Health Program Administrator II (HPAII) will work within the AIDS Institute, Office of Medicaid Policy and Health Care Financing. This position will oversee quality improvement, monitoring, and technical assistance related to the provision of care to Medicaid and Medicare recipients with HIV. The HPA II will be responsible for project planning and implementation, coordinating activities with managed care plan partners, and coordinating with quality management and learning networks. The HPA II will also oversee the management of contracts, which may include a contract for quality and contracts with Managed Care Organizations to support initiatives linking persons with HIV to treatment and to achieve viral suppression. The HPA II will oversee the Article 44 surveys of HIV program requirements including directing the provision of or providing technical assistance to plans. The Health Program Administrator II will provide expertise and recommendations on the development of policy related to Medicare and HIV; oversee the development of guidance documents; oversee the development of recommendations on filling the gaps in Medicare-covered services and coordination among Medicare, Medicaid, State, and Ryan White-funded services; and perform, and oversee other appropriate related duties as assigned.
Minimum Qualifications
A Bachelor’s degree in a related field and four years of experience in the administration of fiscal, personnel, or other related operational activity; OR an Associate’s degree in a related field and six years of such experience; OR eight years of such experience. A Master’s degree in a related field may substitute for one year of such experience. At least two years of experience must have included supervision of staff and/or program management.
Preferred Qualifications
A master’s degree in public health, public administration, health care administration, or health and human services. Knowledge of Medicare, particularly as it relates to persons aging with HIV. Knowledge of NYS Medicaid, including Medicaid policy reform and managed care policy as they relate to access to care and services for persons with HIV. Knowledge of HIV/AIDS and related health care and supportive services. Experience in policy analysis and development. Experience providing policy and other technical guidance. Experience developing correspondence and policy reports for internal and external use. Experience working with advisory bodies and other stakeholders.
Conditions of Employment
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
Travel, up to 25% of the time, will be required.
This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
This position requires occasional work on weekends, after-hours, and holidays
