Under general supervision to the Director of Research Finance, this position plays a vital role in the Business Office team. The incumbent is responsible for post-award activities associated with federal, state, private and other agencies. Will ensure compliance with University and governmental rules, regulations and policies. Works with faculty and related academic administrators in the submission of grant applications and other research funding which require analysis and review. Has mutual respect for the roles everyone plays in the mission and understands that often the role will be the only and primary business-oriented resource in the lab.

Acts as liaison with OCGA, OPAFS, HSSPPO, and other central academic personnel in the administration of contracts and grants. Provides fiscal advice, assistance and guidance to faculty and department support staff. All of the above duties are performed in a very collaborative environment; the Cancer Center maintains a membership roster of 342 faculty members whose academic appointments are in 18 different campus departments which often creates complex, unique and one-of-a-kind situations. Under close supervision of the Senior Grant Manager of Contracts and Grants in the Moores Cancer Center, the incumbent will assist in providing fiscal analysis and fiduciary management. Responsibilities include preparing monthly reports, transaction sampling, disbursement functions and reconciliations. Follows institutional procedures and practices when analyzing or reviewing financial information or reports. Responsible for coordinating, training, and approving requisitions, invoices, travel, ENPETs, EPETs, and fund transfers with high degree of accuracy. Review appropriateness and allowability of expenditures, availability of funds and applicable funding restrictions. Prepare and maintain up-to-date files of all contract and grant awards and backup documentation.

Prepare financial reports and financial projections for sponsored research and various departmental funds. Analyze and reconcile expenditures with UCSD general ledgers. Produce ad hoc reports, as required. Develop and maintain tracking mechanism and support related to recharge and / or service agreement activity. Perform special projects (data reports, reorganization, process streamlining) as requested by supervisor and maintain various departmental databases, as assigned. Oversees transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions.

MINIMUM QUALIFICATIONS

• Six years of related experience, education/training, OR a Bachelor’s degree in related area plus two years of related experience/training.

• Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines. Demonstrated ability to understand and interpret complex general policy guidelines, making independent decisions and initiating action.

• Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

• Ability to manage a high volume of transactions. Ability to thrive in a busy, high-volume, and deadline driven work environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize to accommodate various requests.

• Ability to perform moderately complex financial analysis and customized reporting. Demonstrated and/or ability to quickly comprehend GAAP, and financial planning and analysis.

• Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

• Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

• Maintains current knowledge of compliance regulations in all areas of research administration.

• Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

• Demonstrated ability to analyze and prepare budgets, to identify spending patterns and project future expenditures. Skill in projecting salary, benefit and indirect costs, with knowledge of payroll and personnel regulations impacting such costs.

• Demonstrated working knowledge of accounting principles, business math and bookkeeping for budget planning and cost analysis. Experience with reconciling discrepancies and audit procedures.

• Ability to adapt to changing priorities.

PREFERRED QUALIFICATIONS

• Demonstrated knowledge of University policies and procedures relating to contract and grants, and accounting.

• Demonstrated experience in federal, state and private granting agency regulations.

• Experience with Oracle, Kuali and/or UCPath.

• Ability and willingness to foster the best possible working and learning environment, strive to maintain a climate of fairness, cooperation, and professionalism.

• Demonstrated knowledge and ability to effectively work as part of a team and collaborate with colleagues, and to establish and maintain cooperative working relationships.
