DESCRIPTION:
The Bay Area Air Quality Management District (Air District) is a regional government agency committed to achieving clean air to protect the public’s health and the environment. The Air District accomplishes this goal by regulating industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
The Air District’s jurisdiction encompasses seven counties – Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, and Napa, and portions of two others – southwestern Solano and southern Sonoma.
The Air District is currently accepting applications for the position of Systems Analyst in the Production Systems Office. This is an open recruitment for four (4) temporary full-time, un-represented positions. These limited-term appointments are expected to end on or before 9/1/2024.
**Temporary employees are eligible for limited medical benefits under CalPERS after exceeding 1,000 hours of work. The District will also provide leave in accordance with the City and County of San Francisco’s statute regarding paid sick leave.
The Production System Office comprises three sections: Online Services, Data Services, and My Air Online. Online Services manages the Air District’s websites to ensure public access to information, including air quality data, health alerts, air permits, and regulations. Data Services provides for managing information related to the Air District’s permit application, renewal, and registration process, including storage, retrieval, and reporting, as well as system integration and legacy data management. My Air Online manages the design, development, and implementation of web-based enterprise applications supporting the Air District’s permitting, enforcement, and compliance programs.
DEFINITION
Under general direction, coordinates, analyzes, designs, implements and evaluates the acquisition, development and maintenance of District-wide information management systems, including hardware, software, communications, and training; designs and modifies application systems; develops, recommends, and implements District network, telecommunications, and computer systems; administers network, file servers, and multi-user computer systems; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This advanced, specialized classification performs complex duties in the development and acquisition of data communications, telecommunications, networking and system software and hardware, and develops and modifies complex application systems. The responsibilities of this class inherently include providing project leadership and work direction to others. In the Applications Program this classification focuses on application development and database design, and in the Operations Program this classification focuses on systems administration, computer operations and telecommunications support. This class is distinguished from Supervising Systems Analyst in that the latter has overall managerial responsibility for the staff and activities in the Applications, or Operations Programs.

Position: Full Stack React Web Programmer
As a Full Stack React Web Programmer, you will be responsible for developing and maintaining web applications using the angular 16 library for the front end and C# and .Net Core. for the back end. You will work as part of a product team delivering high-quality web solutions that meet our company’s needs and align with our standards.
Frontend Development:
Develop and maintain user-friendly, responsive web applications using Angular.
Implement dynamic user interfaces, interactive components, and efficient data rendering. Collaborate with UI/UX designers to ensure seamless integration of design elements.
Backend Development:
Design, develop, and maintain server-side logic using C# and .Net Core with a SQL Server backend. Create APIs and services for data retrieval and manipulation, ensuring optimal performance and security. Implement authentication and authorization mechanisms for user access control.
Database Management:
Work with MS SQL Server to store and retrieve application data. Optimize database queries and data storage for efficiency and scalability. Ensure data security and integrity through appropriate database configurations.
Code Quality and Testing:
Write clean, well-documented, and maintainable code. Conduct unit testing and integration testing to identify and fix bugs and issues. Participate in code reviews to ensure code quality and adherence to coding standards.
Test Automation:
Work to set up the Selenium IDE automation testing, including configuring the framework, structure, and automation-the components needed from the QA plan and provide a test execution strategy including executing, scheduling, parallel execution, and reporting.
Version Control and Collaboration:
Use version control systems, such as Git, for code management and collaboration. Collaborate with cross-functional teams, including designers and other developers, to deliver cohesive web solutions.
Performance Optimization:
Monitor and optimize application performance to ensure fast load times and responsiveness. Identify and address bottlenecks and performance issues as they arise.
Security and Compliance:
Implement security best practices to protect against common web vulnerabilities.
Provide industry security standards and compliance requirements.
Documentation:
Maintain comprehensive documentation of code, APIs, and system architecture.
Create user guides and developer documentation as needed.
Education and Experience:
A typical way to obtain the knowledge and skills is:
Equivalent to graduation from a four year college or university with major coursework in computer science, mathematics or a closely related field and two years of experience in systems design and analysis, systems programming, network and systems administration and/or data and voice communications.
Desirable qualifications/skills
Agile/Scrum methodologies and knowledge in permitting and enforcing business processes, knowledge, and experience equivalent to three plus years of full stack software development in Azure, Angular, SQL, XML, and JSON. Develop, maintain, and re-factor web-based applications. Comfortable with GIT for version control. Strong test automation experience in Selenium. Strong team player with excellent communication skills.
