Responsible for the operation and support of the software, technology and services used to provide delivery of distance learning courses and programs at El Paso Community College (EPCC). Coordinate equipment and software, installation, updates, maintenance and services provided by vendors. Coordinate support from the EPCC Information Technology (IT) division.
Essential Functions
Provide technical coordination and support for the technology, software and services used by the Tejano Flex Learning to deliver instruction. Examples include but are not limited to, Instructional Video, Internet Protocol (IP) Video Conferencing, and Internet delivered courses. Serve as the department’s primary technical support contact and Learning Management System (LMS) Administrator. Supervise the department’s technical support staff and provide technical recommendations to the delivery of Competency-Based Education (CBE) courses. Provide technical support for Competency-Based Education related activities or events and after hours on-call support.Coordinate CBE vendor provided support services and monitor the delivery and performance of services. Coordinate corrective actions and changes to services and software as needed. Inform the CBE Project Director of any issues, service interruptions, upcoming maintenance outages, expected upgrades, or other system-impacting events.Coordinate the operation of the LMS system with managed hosting and assist desk services with faculty, students and other EPCC users. Provide data usage, performance reports. Monitor the performance of LMS. Coordinate LMS patches and update schedules, document LMS problems and implement solutions in coordination with managed hosting and the EPCC IT Division.Monitor the creation of user accounts, online class creation and faculty assignments in the LMS, and coordinate or correct any errors or changes. Manage account permissions for LMS users. Inform the CBE Project Director of LMS performance or user access issues. Responsible for the creation of faculty, student and staff organizations in the LMS and create administrative and EPCC Departmental user access to the LMS.Identify online courses that exceed published size limits and assist faculty in reducing the class size without affecting instructional effectiveness. Copy online class content to online classes on receipt of a written request and approval from the faculty who created the content.Support and conduct technology training as requested for the department’s instructional support staff to enable the staff to provide support to faculty, students and EPCC staff. Provide direction and guidance to assigned staff including orientation, performance evaluation, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. Perform other duties as assigned.Qualifications
Required Qualifications:
1. Bachelor’s Degree and four (4) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required
knowledge, skills and abilities.
NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.
2. Knowledge of current and emerging trends in distance learning technology, delivery techniques and issues. Demonstrated knowledge of Internet use and operation related to the delivery of distance learning instruction.
3. Experience in administration of Learning Management Systems (LMS), and developing operational requirements and operating the technology used in IP videoconferencing.
4. Experience providing technical guidance and support to distance learning users and expert experience with computers and equipment associated with distance learning.
5. Effective written and oral communication skills and ability to present complex information in a format and at a level tailored to the intended audience to small and large groups.
6. Expert knowledge of Microsoft Office products and ability to produce professional-quality documents, presentations and spreadsheets.
7. Expert experience with word processing, spreadsheet, database, email, and presentation software.
8. Ability to document processes and procedures, record, compile, and organize information for reports, request proposals for services from vendors, request and evaluating quotes from vendors to make purchase recommendations, considering cost and the best value for services.
9. Experience coordinating with vendors to provide support services and resolve support and technical problems and coordinate and track multiple projects with different priority levels.
10. Ability to be flexible in the performance of job duties to meet new deadlines and project changes, maintain currency with developments and changes in distance learning technologies and current distance learning trends.
11. Lead the identification, evaluation, and implementation of new technologies appropriate for distance learning.

Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework.

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.
