Our Vision: To end the cycle of poverty and prevent abuse and neglect of children and vulnerable adults (using an integrated Two-Generation approach) ACDHS uses an integrated Two-Generation (2Gen) approach to address all of the basic human services needs of the entire family unit. The 2Gen approach begins with a mindset focused on family-centered program design and continues with the alignment of services and resources within the department as well as across multiple organizations, resulting in coordinated services to children and adults together (family) in order to create long-term stability and sustainability.
The 2Gen approach builds well-being for families by focusing equally and intentionally on high-quality services in five areas of focus: early childhood education, adult education and employment pathways, economic security, health and well-being and social capital. This approach will help us achieve our core mission of breaking the generational cycle of poverty, preventing neglect and abuse and building strong communities.
DUTIES:
* Interview customers, in person and via phone, to obtain non-custodial parent information including the identity of the non-custodial parent, determine the existence of court orders, the location of the non-custodial parent and their available assets. Obtain further information utilizing existing resources and locate parents through the Department of Labor, post office, credit bureau, Department of Corrections, and the internet.
* Explain in detail the child support program including procedures for establishing a paternity case using the judicial process or Administrative process and procedures for establishing a child support order by reviewing financial information.
* Preparation of stipulations, contempts, modifications, motions, summons, subpoenas and other documents required to establish court ordered child support and paternity. Documents including, but not limited to memoranda, correspondence, pleadings, motions, orders, affidavits and notices, default judgments, garnishments, contracts and licenses. Prepare documents for Attorney review.
* Obtain and determine ability to pay child support based on Colorado Child Support Guidelines, negotiate settlements and analyze financial affidavits, negotiate stipulations for current child support and child support arrears.
* Responsible for the enforcement of the child support order by researching and pulling Department of Labor records, Department of Motor Vehicle records, and Department of Corrections records.
* Responsible for verifying the current child support and the child support arrears are correct before putting up a child support ledger and moving case on to the enforcement unit.
* Determines and utilizes appropriate legal enforcement remedies including but not limited to; contempt citations, judgments, income assignments, bank garnishments, liens, driver’s license suspension, income tax certification, professional license suspension, recreational license suspension, and credit reporting.
* Systematically researching, recording, reporting, analyzing, and interpreting court orders to determine child support amount due using all relevant financial and legal documents, and payment records to calculate child support arrears.
* Prepares documentation and cases for presentation in court hearings. Initiates and receives communications both written and verbal, to and from applicants/customers, district courts, attorneys, other Child Support Services units, and public and private agencies.
* Discusses and makes recommendations to IV-D attorneys by organizing case files to include all related documents and worksheets for attorneys such as summons, subpoenas, genetic test results, affidavits and motions and testifies when needed at judicial and administrative hearings.
* Assist attorneys in docket preparation for court hearings for modifications of child support and contempt citations.
* Maintaining, monitoring, and updating of Automated Child Support Enforcement System (ACSES) and Electronic Document Management System on a daily basis with pertinent case information.
* Arrange for proper service of process including, but not limited to, preparation of subpoenas, writ of garnishment with notice of exemption and pending levy, and contempts; follow up to confirm service and preparation and submission of proof of service on all Affidavits of Service.
* Schedules and monitors genetic testing of the parties to correctly establish a child support order using the judicial process or Administrative process. Enters confidential information from COVIS, (Colorado Office of Vital Statistics).
* Receives and reviews detailed welfare application to ascertain and extract pertinent factual information required for case filing.
* Present options to customers to assist with becoming self-sufficient. Referral to Workforce Development for employment and education options. Referral to parenting time resources. Communicating effectively providing quality customer services internally and externally for all customers whether verbally or in writing.
* Reports to TANF eligibility technicians on client’s “cooperation” or non-cooperation”. Notes irregularities that may affect TANF eligibility or constitute fraud and refers to investigations.
* Files and obtains documents from court.
REQUIREMENTS:
Skills, Abilities, and Competencies:
* Knowledge of child support laws, rules and regulations.
* Knowledge of court procedures, documents, legal terminology, methods of manual and automated enforcement, and establishment.
* Knowledge of TANF (Temporary Aid to Needy Families) and Foster Care rules and regulations.
* Knowledge of personal computer word and data processing, use of computer calendars, email systems and of general office equipment.
* The ability to utilize all appropriate software, technology, and resources including, but not limited to, Automated Child Support Enforcement System (ACSES), Word, Excel, Department of Labor, Department of Motor Vehicle, Court Data Access Internet, CBMS, COVES and Outlook.
* Ability to communicate effectively, verbally and in writing. Ability to prepare correspondence and written information on cases.
* Ability to plan and organize workload and objectives.
* Knowledge of accounting principles.
* Ability to interpret and understand financial data and to determine the terms of an order and repayment of child support arrears.
* Skilled in interviewing, obtaining sensitive information, and negotiating settlements.
* Ability to establish and maintain effective working relationships with coworkers, other employees, elected officials, professional representatives, clients, the court, other counsel, supervisors, and the general public. Ability to form effective and efficient collaborations.
* Ability to process factual information effectively and to apply it to the case at hand.
* Ability to work effectively and in a timely manner when faced with a high volume of work, multiple deadlines, frequent interruptions and dealing with difficult individuals.
* Ability to demonstrate effective customer service skills, working with hostile or distraught customers.
* Ability to work both independently, as a team member and possess initiative and leadership.

EDUCATION:
High School diploma/GED
EXPERIENCE:
Three (3) years experience in the Legal field (Courts, Probation, Paralegal, Child Support Enforcement) and/or Human Services or other positions that require legal/court knowledge.
SUBSTITUTIONS:
Additional experience as described above may substitute for the required education on a year for year basis.
Additional years of education may substitute for up to two (2) of the three (3) years of required experience. 30 semester credit hours is equivalent for one year of college and or one year of experience. Note, to be considered for this substitution you must list the completed credit hours on your application if you did not complete a degree.

Education and/or experience substitutions may affect your base pay.
PREFERRED QUALIFICATIONS:
Child Support Enforcement experience.
Experience with Automated Child Support Enforcement System (ACSES) system.
Oral and written proficiency in two languages, including the English language.
Pre-Employment Additional Requirements:
* Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
* Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
* Security clearance required: will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check
