The Bay Area Air Quality Management District (District) is a regional government agency committed to achieving clean air to protect the public’s health and the environment. The District accomplishes this goal by regulating industrial facilities and various outreach and incentive programs to encourage clean air choices.
The District’s jurisdiction encompasses seven counties – Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, and Napa, and portions of two others – southwestern Solano and southern Sonoma.
The District is conducting an open recruitment for the position of Database Specialist. There is one (1) vacancy in the Information Services Office. This is a full-time, un-represented temporary position. This limited-term appointment is expected to end on or before 9/1/2024.
**Temporary employees are eligible for limited medical benefits under CalPERS after exceeding 1,000 hours of work. The District will also provide leave in accordance with the City and County of San Francisco’s statute regarding paid sick leave.
DEFINITION
Under direction, performs functions related to the administration of computerized databases, including design, creation, control, and maintenance. Analyzes information requirements and develops specifications for database construction and maintenance to ensure efficient, effective and reliable storage and retrieval of information necessary for District operations; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This specialized class performs complex duties in the development and maintenance of database information systems. These duties require specialized technical skills and thorough knowledge of commands and procedures to create and maintain database structures; tools and utilities used to maintain and administer specific database products; and database design principles, which are required to perform the full range of database administration functions. This class is distinguished from the Systems Analyst in that the latter performs complex duties in the development and acquisition of data communications, telecommunications, networking and system software and hardware; and develops and modifies complex application systems.

Code Quality and Testing:
Write clean, well-documented, and maintainable code. Conduct unit testing and integration testing to identify and fix bugs and issues. Participate in code reviews to ensure code quality and adherence to coding standards.
Designs, develops, tests, and implements new database systems and subsystems to meet user requirements and needs.
Works with District technical and professional staff to design database structures appropriate to satisfy identified business needs.
Creates and maintains tables, views, index structures, and other related database objects.
Writes database rules and procedures to implement and support identified management information needs.
Creates and maintains user database privileges to ensure appropriate access to and adequate security for database information.
Designs and implements database diagnostic and maintenance systems and procedures to ensure effective and reliable storage and access to information.
Maintains logical and physical data models.
Performs functions necessary for database optimization and tuning.
Works with other District technical staff to perform functions necessary for optimization and tuning of underlying operating systems.
Works with other District technical staff to plan and implement appropriate backup and recovery systems.
Assists programming staff and systems users in identifying and implementing effective utilization of computerized database information.
Recommends strategy for the planning, design, and implementation of database management technology and services, including the evaluation of current and proposed systems.
Participates in the evaluation, selection, and installation of database management software and related tools and utilities.
Maintains current knowledge of technology, including new database systems and database applications.
Oversees the staff and has functional responsibilities for the activities of assigned projects.
Education and Experience:
A typical way to obtain knowledge and skills is:
Equivalent to graduation from a four year college or university with major coursework in computer science, information systems, mathematics, or a closely related field and two (2) years of experience performing database administration work. A minimum of two (2) years of database programming experience may substitute for up to a maximum of one (1) year of database administration work.

Selection Criteria:
Selection may be based upon a competitive examination consisting of a written exercise, interview, or combination of the two. Depending on the number of qualified applicants, an application screening and/or panel interview may be used to determine the most qualified applicants. If a panel interview is utilized it will be weighted 100%, and it may include a work exercise that will be scored as a percentage of the total score.
