Senior Project Manager
The American Chemical Society is the world’s largest scientific membership association and one of the top ten science publishers in the world. Information Technology is responsible for: providing services to programs that reach over 150,000 members and hundreds of thousands of our journal readers at thousands of institutions of higher learning and leading business and research organizations. Our Information Technology (IT) units have more than 200 professionals engaged in harnessing the most advanced IT technologies including Artificial Intelligence (AI), Business Analytics, efficient search technologies Big Data, and Cloud-based web sites. Our Infrastructure team is exploring new technologies such as Blockchain and Container technologies to enhance our platforms to deliver complex applications that advance ACS’s mission of “Advancing the broader chemistry enterprise and its practitioners for the benefit of Earth and its people”.
The IT Publications Software Engineering group is responsible for the creation, maintenance and support of enterprise-level information technology systems that produce publication-ready articles for the ACS Journals and weekly newsmagazine. We support publication of about fifty scientific journals, a weekly newsmagazine, and an extensive IT network of over 200 editorial offices. The Software Engineering Group is responsible for the design, construction and maintenance of applications that assist the entire publication process, from author submission through peer review, editor acceptance, technical editing, graphics editing, page composition, delivery on web sites for Internet access.
Approach and Scope
The incumbent in this position is primarily responsible for managing software development projects, utilizing, and adhering to Project Management best practices and established department policies, and ensuring successful completion of projects. The Project Manager oversees all projects to provide project management support to the Department. The incumbent communicates with customers on an ongoing basis to review project requests, assess project scope, facilitate project prioritization, solidify project requirements, provide status updates, and plan, schedule and coordinate project tasks and deliverables. The Project Manager utilizes formal project management techniques to lead project teams through the Systems Development Life Cycle (SDLC). The incumbent also utilizes negotiation skills to establish cost-effective contracts with solution providers as needed. She or he will report to the Assistant Director, Editorial and Delivery Systems Group (EDSG).
Work to be Performed
Serve as Senior Project Manager, utilizing and adhering to Project Management best practices and established department policies.
Ensure development and distribution of quality project-related documentation to all interested parties, including project plan and schedule, project charter, communications plan, requirements document, design document, deployment plan, test plan, maintenance transition plan, and notification of project end.
Scope and allocate resources for assigned projects based on historical information, input from other staff, and general understanding of project tasks.
Hold project meetings internally and externally to ensure proper level of project-related communication, including project kickoff meeting to establish/confirm roles, regularly scheduled project team meetings to track progress, stakeholder meetings to provide status, post-implementation meeting with customers to ensure that project criteria have been fully met, and lessons learned meeting to gather feedback for use in future projects.
Provide high-quality customer service to clients.
Ensure measures are taken in projects to increase quality and mitigate risks, including risk analysis, impact assessment, needs assessment, requirements signoff, code reviews, test planning and execution, fallback plans, and deployment plans.
Position Summary
The incumbent in this position is primarily responsible for managing multiple, concurrent software projects that are typically longer in term, and greater in complexity, size, scope, budget, and/or impact, utilizing and adhering to Project Management best practices and perform independently under broad established department policies and ensuring successful completion of projects. The Project Manager oversees all projects to provide project management support to the Department.
The incumbent will be required to understand the complex and intricate details of the publishing domain from manuscript submission through the publication and accesses post publication processes. The incumbent in this position is expected to understand the technical systems as well as Business processes that support the publishing process such as Manuscript Submission system, Peer Review processes, Technical Checks, Editorial Systems and Operations, Technical Editing systems, Author Services, and Web delivery for various types of publications and objects such as Journals, Books, Preprints, Research Data repository and others.
The incumbent is expected to manage the different IT roadmap items such as Artificial Intelligence assisted Editorial Tools, Content Recommendation systems, Customer Relationship Management tools for Editorials contracts and payments and other Author service-oriented projects.
The incumbent communicates with Business Unit product managers on an ongoing basis to review project requests, assess project scope, facilitate project prioritization, solidify project requirements, provide status updates, and plan, schedule and coordinate project tasks and deliverables. The Project Manager utilizes formal project management techniques to lead project teams through the Systems Development Life Cycle (SDLC). The incumbent also utilizes negotiation skills to establish cost-effective contracts with solution providers as needed.
Position Accountabilities
Serve as Senior Project Manager, driving strategic initiatives, aligning teams, collaborating with cross-functional stakeholders, and delivering on multiple complex technology projects such as Artificial Intelligence (AI) assisted tool(s) to automate the peer review process, CRM tools utilizing established process framework.
Contributes to the overall AI and Data Analytics portfolios of projects and ACS’s IT systems and applications adhering to overall ACS projected goals by delivering projects on time, within scope and specified budget.
Ensure development and distribution of quality project-related documentation to all interested parties, including project plan and schedule, project charter, communications plan, requirements document, design document, deployment plan, test plan, maintenance transition plan, and notification of project end.
Analyzes issues or problems related to planning, implementing, or completing project work and develop and implement solutions with a deep understanding of the technical implementation, including but not limited to Databases like Oracle, software development languages like JAVA, Business Analytics software like Tableau, Web Platform development software like Spring Framework, Cloud fundamentals, AI algorithms and knowledge of CRM tools like Salesforce.
Ensure successful project management and delivery using project management software tools such as Atlassian JIRA, Confluence, Smartsheet, MS Project, MS Teams, SharePoint.
Scope and allocate resources for assigned projects based on historical information, input from other staff, and general understanding of project tasks.

Ensuring customer satisfaction and build ongoing relationships managing expectations.
Ensure measures are taken in projects to increase quality and mitigate risks, including risk analysis, impact assessment, needs assessment, requirements signoff, code reviews, test planning and execution, fallback plans, and deployment plans.
Follow change management process if changes are required to the project scope, timeline, resources, or budget.
Manage project budget, human capital planning and can drive operational insights.
Required Education and Experience:
This position will be primarily based in the Washington D.C. (or applicable) office.ACS employees work a hybrid work schedule, consisting of working onsite, three days per week. ACS employees are in the office on Tuesday and Wednesday with the third in-office day scheduled in consultation with the manager. While always welcome to work in the office, employees may work the other two days of the week from a location of their choice. New employees are immediately eligible for this hybrid work arrangement. ACS offers relocation assistance, if applicable.
