The Team
Global Development’s Primary Health Care (PHC) strategy was approved in December 2021 and represents an exciting new opportunity to shape PHC-strengthening and PHC innovation grant making at the Bill & Melinda Gates Foundation in the years ahead.
As a team, we aim to accelerate improvement in core PHC health outcomes (e.g., U5 mortality, maternal mortality) by improving access to PHC services and improving the PHC system’s ability to meet demand, focusing on opportunities that improve the efficiency and effectiveness of existing resources. We are at an important inflection point in our strategy and we are developing our experience over the last 2 years of the strategy to develop performance data to improve our agenda of spending well and improving impact.
We do this by:
* Supporting PHC foundational reforms
* Innovating PHC service delivery models
* Collaborating with other Global Health funders
* Advocating for policies which supports broader PHC programmatic efforts
The success of this strategy will depend highly on our ability to track the results of our portfolio to ensure we obtain the best impact given our limited budget. Our goal is to demonstrate how operational measures we track “ladder up” to drive improvements in health system performance across the six PHC building blocks (financing, supplies, human resources, facilities, demand and data), and ultimately, lead to the long-term health impacts we seek to achieve by ‘spending well’ (reductions in U5MR, MMR, and NMR against health spend per capita).

Your Role
The Deputy Director (DD), Foundational Reforms will support the development and management of a discrete grant portfolio providing research, analysis, and technical assistance to improve primary health care through health systems design and financing that help countries “spend well” on PHC by reforming financing fundamentals, getting funds more directly to facilities or ‘local’ levels, enabling autonomy over the use of these funds and extending recourse and decision making over supplies and human resources. The DD will lead and manage a team of highly experienced professionals who work to achieve strategic goals in relation to improving primary health care through better designed health systems. The DD will be able to guide team members in the management of portfolios of foundation investments (grants and contracts) and guide them in how to work with external partners to drive progress. As part of this responsibility, this role will manage relationships with grantees, contractors and key partners to achieve the foundation’s desired impact, provide project briefings and updates to foundation leadership, and represent the foundation in meetings with key external stakeholders, as well as at scientific conferences and workshops.
What You’ll Do
Oversee and guide a team in the management of foundation investments (voice, grants and contracts) working with external partners to drive progress and impact in our key geographies
Synthesize information to establish a clear strategic direction for our work and then sets priorities and allocates resources accordingly
Serve as a key representative internally in interactions with country teams, PSTs and other teams
Develop annual investment plans and budgets and develops, modifies and/or implements the strategy under the leadership of the Director
Work with foundation leadership as requested to address cross-cutting issues and improve functions and performance
Provide strategic guidance in crafting grants and contracts that require complex research or analytics. Oversee global measurement and modeling activities
Accountable for the identification and assessment of key portfolio risks, and the development and management of mitigation/contingency plans at the portfolio level
Advise, mentor, and support colleagues within the foundation and their grantees in the design, enhancement, and execution of project, initiatives and engagements. Manage partnerships and grantee relationships to achieve impact, for example, by conducting site visits, convening meetings of key stakeholders, monitoring and evaluating components of grants
Manage people and may be responsible for hiring the talent needed to achieve our goals, ensuring successful employee onboarding, communicating performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned
Contribute to identifying the most appropriate partners and grantees to deliver the work and help create grants and contracts that advance our strategic goals
Provide rigorous analysis and thoughtful solutions to complex systems problems for both internal and external audiences, including preparation of briefs and syntheses of literature and data for foundation leadership
Communicate strategy effectively to a range of audiences including the Board of The Foundation
Provide analyses that support strategic planning and development of complex investment opportunities, and grant management
Review letters of inquiry and grant proposals; provide clear, concise and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for existing grants for review by foundation leadership
Consult with grantees to achieve desired impact of grants; conduct site visits when appropriate, provide technical guidance, convene meetings and apply and evaluate milestone-based performance objectives.
Manage internal processes and portfolio progress while ensuring appropriate documentation, grant budgeting and reporting
Your Experience
Advanced degree required with demonstrated experience in areas of health systems financing, insurance/pooling, benefits packages and/or health technology assessment, or strategic purchasing or equivalent.
Demonstrated working experience in health finance and health economics in developing economies, experience in Sub Saharan Africa is highly preferred
Comfortable in a wide range of cultural, geographic and operational situations, demonstrating culturally sensitive behavior with a diverse range of people
Strong analytical, writing and verbal skills for communicating with a broad and diverse audience.
Effective as a collaborator in complex internal and external organizations
Extensive project contribution and management experience
Works with efficiency and diplomacy
The ideal candidate is a strong team player and communicator, the PHC team, to be successful must work horizontally across the Foundation and manage complex relationships to ensure success
The nature of the PHC team and its style of leadership requires the DD to be collaborative, non-hierarchical and places value on the team as a whole

The salary range for this role is $229,100 to $355,200 USD. We recognize high-wage market differences where our offices are located, in Seattle & Washington D.C.. The range for this role in these locations is $249,600 to $386,900 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary range between the minimum and the midpoint salary range. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
