Job Summary/Basic Function
Buyer I is responsible for the procurement of commodities, materials, supplies, equipment, and services for the University that meet the needs of University administrative and academic departments and comply with regulatory guidelines, accepted procurement principles, and University and/or Board of Trustees policies as well as Ohio Revised code. The Buyer prepares detailed bid specifications as requested by University departments, requests for proposals for commodities and services, requests for quotations for commodities and services, requests for bids for commodities and services, and purchase orders. The Buyer identifies varied sources of commodities and services, evaluates bids, awards contracts and purchase orders, develops standards for new products or services, maintains contact with vendors, and maintains comprehensive descriptions of available products and current prices.

50% –
1. Reviews, approves, and processes purchasing requests such as purchase requisitions and purchase orders for goods or services to ensure compliance with the institution’s purchasing procedures, the state procurement code, and user requirements.
2. Prepares all aspects of bids, requests for quotes, and proposals, including precise specifications, supporting spreadsheets, comparisons, recommendations, and justifications.
3. Provides liaison services between vendors and departments for order status, procurement procedures, and problem resolution; researches sources of supply; advises departments on cost effective alternatives.
4. Assists in bid openings for competitive solicitations such as requests for quotes, bids, and proposals.
5. Maintains data information, files, reports, price lists on assigned commodities or departments; negotiates prices and terms.
6. Maintains records in accordance with established policies, procedures and audit guidelines.
25% – Reviews university purchasing requests through the electronic requisition system and approves department Requisitions or Purchase Orders in the system as a buyer for the University.

10% – Guides University personnel to follow University, state and all applicable purchasing policies and procedures. Assists General Counsel to support public records requests as needed.
5% – Analyze current procurement activities, data, and reports, and recommend improvements through more efficient procurement methods, e-procurement, privatization, quantity discounts, standardization, value analysis or cooperative purchasing.
5% – Assists in maintaining up-to-date contract and purchase templates that include but are not limited to RFPs and Purchase Order terms and conditions. Establish, maintain and disseminate guides, manuals and other documents regarding procurement policies and procedures.
5% – Performs miscellaneous job-related duties as assigned.
