Our busy Human Resources Department seeks an energetic, friendly, and reliable self-starter who enjoys technical, administrative, and project management work to join our team as a Human Resources Analyst. This highly visible, service-based role will provide elevated support to external and internal customers including applicants, managers, supervisors, employees, and retirees. The Human Resources Analyst collaborates with and provides detail-oriented HR support to the HR team, and our customers throughout the organization. This position is responsible for providing coverage for various administrative functions of the department. Administrative functions are related to day-to-day office related tasks, including assisting with recruitment, serving as a back-up for customer service, processing invoices, accounts payable/receivables, benefits administration, maintaining some files, and payroll duties.
Key Responsibilities: The Human Resources Analyst serves in the important role of assisting in the day-to-day administrative operations of the Human Resources Department in the functional areas of benefits and leave administration/continuation, performance management, training and development, employee relations, and HR data management; serves as liaison between HR and Finance/Payroll and completes bi-weekly payroll processing; processes invoices, accounts payables/receivables; optimizes and implements new data processes and systems; maintains HR data tools, reporting, newsletters, dashboards and general communications; assist with the processing of invoices; and may assist with promoting training programs as necessary.
This position will also work closely with supervisors to understand their staffing needs in order to develop and execute recruitment strategies aimed at hiring the most qualified and sought after candidates; assist with coordination of annual benefits enrollment, including working with employees and benefit continuation participants to provide information and answer questions; ensuring the proper employee updates occur with benefit carriers/vendors; coordinating other benefit and wellness initiatives including wellness fairs, screenings, and on-site vendor visits; tracks federal and state compliance updates and departmental initiatives; prepares drafts of reports, presentations, resolutions, ordinances, contracts, administrative policies, as assigned; and addresses a high volume of system-related activities in a timely fashion while maintaining a high level of quality and internal customer satisfaction.
Additionally, this role will work in collaboration with our leave management provider in reviewing and confirming all leave requests for adherence to Village policies, actively working with supervisors and employees throughout the leave process, and coordinating the return to work process; understand HR policies, program offerings and benefits; maintain employee files that correspond with benefits, DOT and other confidential personnel records; administer the Village’s drug and alcohol policies and programs to include the random drug testing program; and remain actively involved in the risk management programs to ensure compliance with applicable human resources related legislation to include OSHA, FLSA, DOL, ADA, FMLA, DOT and any other Federal, State, or Local regulatory requirements.
Qualifications, Knowledge, Skills: Bachelor’s Degree is required. Concentration in Human Resources Management or related field is highly preferred. Three (3) to five (5) years of related professional experience in human resources administration, benefits processing, recruitment, and or training coordination is also required. Working knowledge of the principles and practices of payroll processing is necessary.

Must have the ability to successfully address a high volume of system-related activities in a timely fashion while maintaining a high level of quality and internal customer satisfaction.
This position requires a strong ability to communicate clearly and effectively both orally and in writing. A strong attention to detail is essential. Extensive understanding of Microsoft Word, Adobe, PowerPoint, spreadsheet creation/manipulation, and database software such as Excel and Access is mandatory. HRIS system, Tyler Munis is preferred.
This role is an integral part of Human Resources and handles highly sensitive and/or confidential information requiring a high level of discretion, in a fast-paced environment, and the ability to work under stress and with minimal supervision.
The ability to build a rapport with others in a collaborative team environment, establish and maintain effective working relationships with employees, supervisors, officials, and the public, must be demonstrated. A positive attitude and calm demeanor is necessary.
Attendance at evening or weekend meetings and events may be required from time to time.
Compensation & Benefits: Annual salary +/- $89,000 depending on qualifications. This full-time position is eligible for the Village of Orland Park’s comprehensive, and competitive employee benefits program which includes medical, dental, vision, life insurance, and an employee wellness program. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a 457(b) plan with options through Nationwide, ICMA-RC, Mass Mutual, or AXA Advisors. The Village of Orland Park also provides for paid vacation, personal, sick days, and holidays.
