ORGANIZATIONAL
SUMMARY:
The Florida Institute of Oceanography (FIO) is a state-wide Academic Infrastructure Support Organization (AISO)
established in 2009 by the Chancellor and Board of Governors (BOG) of the State University System (SUS). Hosted by the University of South
Florida and housed at USF St. Petersburg campus, FIO operates under a Memorandum of Understanding with 32 institutions and agencies,
including all 12 public universities, engaged in marine research, education, and resource management. FIO provides collaborating
opportunities across academia, government, and private sector for educational, training, research, and public outreach for students and
scientists across Florida.
FIO operates a fleet of state-of-the-art research vessels and a marine facility (Keys Marine Laboratory)
supporting and enabling research and education across the state of Florida, offering unique opportunities for college level education and
researchers studying the marine ecosystems offered along the coasts of Florida.
POSITION SUMMARY:
This
position is vital to the commissioning and ongoing operation of FIOs newest research platform, the R/V Western Flyer. Per US Coast Guard
regulations, the vessel requires Mates who are licensed. FIO’s other two research vessels do not require licensed Mates due to the size,
tonnage, and un-inspected status.
Licensed Second Mate on FIO’s R/V Western Flyer reports directly to the Captain. Position is
directly involved in all aspects of the daily operation of’ crew and vessel, both while in-port and underway, and is responsible for the
safety and welfare of vessel crew, students, faculty, researchers, and other personnel onboard in the absence of/or incapacitation of the
Captain and Licensed Chief Mate.
RESPONSIBILITIES:
Licensed Second Mate on 117 ft. research vessel R/V
Western Flyer. Stands watch as navigation officer of the watch as sea under direction of the ship’s Captain and Chief Mate. Navigates by use
of electronic equipment and other means. Maneuvers the vessel as necessary to conduct oceanographic work, utilizing navigational charts.
Conducts shipboard and ship-to-shore communications.
Responsible for the safety and welfare of vessel crew in the absence of or
incapacitation of the Captain and Licensed Chief Mate. Responsible for safe navigation and piloting of vessel, including maneuvering in
tight quarters, deploying and recovering over the side scientific equipment, deployment and recovery of oceanographic buoys, supporting
SCUBA diving operation and anchoring in various weather condition. Directs and supervises crew day to day activities under the direction of
the Captain in port or underway. Participate in and assign watch duties to crew members and work directly with Captain, Chief Mate, and
chief scientists to ensure assigned tasks are performed safely. Prepares administrative reports related to vessels, not limited to
maintaining charts and vessel logs, collecting and verifying timesheets.
As per USCG Vessel Security Plan, act as vessel’s designated
Vessel Security Officer, in lieu of Chief Mate, at discretion of Marine Superintendent and Captain. Assist Vessel Safety Officer when
onboard. At direction of Chief Mate, assist in inspection of, service of, and training on all survival equipment. Ensure the crew and
science party have and use all personal protective equipment. With Chief Mate, conducts training on portable power and equipment. At the
discretion of Chief Mate, conducts and coordinates shipboard safety briefings and orientation for science party on all safety procedures and
emergency drill procedures. Participate in active shipboard drills and emergency training, including shore-side procedures.
Knowledge
of engineering procedures for rounds while in port and underway to support the engineering department. Integral part of shipboard emergency
response team. Integral member of vessel training team. Assist Chief Mate training crew in areas of deck operations and deck evolution,
cargo handling, seamanship, marlinspike seamanship, small boat operations, all deck machinery (A-frame, deck crane, winches, and scientific
gear) safety procedures.
When in port, assist Chief Mate in overseeing shipboard maintenance plan/logs. Assist Chief Mate supervising
topside and interior maintenance to include hull, decks, bulkheads, bulwarks, deck machinery, interior living space, science and common
spaces, and all other associated spaces and equipment and had direct hands-on involvement as necessary. Duties include assisting Chief Mate
in oversight of cleanliness, health, and sanitation of all areas of the vessel.
Directs deck crew and ensures the cleanliness and
general condition of the vessel’s exterior surfaces, interior spaces, pilothouse, galley, cabins, passageways, labs, vessel control
stations, and navigating equipment.
Knowledge of engineering plant and proper procedure for engineering rounds while in port and
underway. Support Deck Department and scientists on deck.
Participates and makes recommendations as part of management team for
recruitment pertaining to research vessels. Assist Chief Mate in supervising Deck Department and Galley personnel. Evaluate and address
employee relations issues by working with FIO HR team, as directed by Captain, when and if necessary. Work with Shore Staff, Chief Mate, and
Captain to develop procedural manuals (operations, safety, emergencies, etc.) for dissemination. Request purchase orders as
necessary.
Other assigned duties as necessary per Chief Mate or Captain.
POSITION
QUALIFICATIONS:
MINIMUM:
Licensed as Third Mate, Unlimited Tonnage, upon Oceans; OR as a Mate,
Ocean, 500 Tons (US)/1,000 Tons (International), in accordance with Title 46, Part 10 of the Code of Federal Regulations. Radar Observer
(Unlimited). Possession of current certificate of completion for Standards of Training Certification, and Watch keeping, Basic Safety
Training (STCW-95, BST), First Aid/CPR. Must also possess STCW endorsements for GMDSS Operator, Vessel Security Officer (or receive within 6
months of hire), Medical First Aid Provider, Proficiency in survival craft other than fast rescue boats, and Advanced Firefighting. Must
also possess Transportation Worker Identification Credential (TWIC), valid driver’s license, and U.S. passport at the time of
hire.
PREFERRED:
One (1) year experience in piloting marine research vessel operations, supervision of crew
to support the mission and function of the area of responsibility. Demonstrated knowledge of U.S. Coast Guard rules and regulations,
American Bureau of Shipping requirements and vessel stability; Maritime Laws; Current with all applicable laws, regulations, treaties, CFRs,
USCG-NVICs; OSHA regulations: Proficient in Dynamic Positioning Systems; knowledge of logistics planning for both domestic and foreign
waters/ports.
