Advertised Job Summary:
The Associate Vice Provost for Academic Operations and Budget facilitates the work necessary to propel the University of South Carolina to future success, under the direction of the Executive Vice President for Academic Affairs and Provost. Responsible for planning and managing administrative, financial, and operational activities of the Division of Academic Affairs and Provost’s Office, conveying an atmosphere of excellence and distinction, in support of the University’s mission, vision, and goals. Oversees the financial affairs of the Office of the Provost including budget planning, monitoring, and advisement on financial matters. In addition, serves as the Provost’s designee overseeing the colleges’/schools’ financial affairs.
Minimum Qualifications:
Bachelor’s degree and 12 years of related experience, including prior management experience.
Preferred Qualifications:
Master’s degree and 10 years of extensive related experience.
Knowledge/Skills/Abilities:
Demonstrated experience effectively managing budgets for multiple, complex operating units. Ability to communicate effectively, orally and in writing. Ability to organize work in order to meet deadlines. Ability to develop and maintain effective working relationships with employees and members of the university and state community, as well as the ability to work collaboratively with various constituents. Exceptional judgment. Demonstrated ability to operate effectively in a high stress environment.
Job Duty:
Works to advance the USC mission and strategic plan, specifically the academic priorities for the University of South Carolina, helping position the University as a forward focused and innovative R1 institution. Partners with the Vice Provosts to actively drive the strategic plan forward. Builds an atmosphere of coordination and a clear understanding of the university’s mission, vision, and goals as depicted through the coordination of their blueprint and strategic planning processes. Provides guidance on operational issues that are elevated to the Division of Academic Affairs.Conducts special administrative and research studies on a wide range of subjects related to the overall management and operations of the university, as well as special projects and programs initiated by the Provost. Develops standard operating procedures for data governance and reporting to internal and external sources. Applies a systems perspective to align key performance indicators across a complex organizational structure.

Job Duty:
Budgetary oversight for the four major interdisciplinary institutes and centers, Civil Rights Center, Rule of Law Collaborative, the McNair Institute and the Anne Frank Center, that report to the Provost as well as all of the units within the Division including Academic Advising, Enrollment Management, Global Affairs, GARNET, CTE, OIRRA, CEIL, USC Press, Distributed Learning, Academic Programs, Continuing Education and Military and Veterans Services. Directly manages the budget of the Office of the Provost. Oversees the finances and personnel for all Columbia campus academic units, which includes final signatory authority on personal consumption expenses, membership requests, dean’s travel, education foundation check requests, etc. Evaluates each college’s financial performance at specific points throughout the fiscal year. For academic units under conservatorship, provides final signatory authority on all administrative, personnel, and financial decisions. Further, provides operational guidance to the dean until the academic unit is solvent.

Directs and leads high-level projects or initiatives managed at the level of the Office of the Provost. Works collaboratively with partners such as finance and administration, research, human resources, facilities, information technology, audit, parking and the educational foundation to develop and improve systems, processes, controls, and procedures to improve the overall efficacy and effectiveness of the institution. Collaborates with university leaders and multi-disciplinary teams on key business initiatives, building on a commitment to shared governance to advance strategic priorities and align resource allocation decisions.
Provides analysis and removes barriers to ensuring priority initiatives and projects are executed and communicated to the campus community. Leads with strong communication, interpersonal, and relationship management skills—including identifying and working through challenges—underscored by strong judgment and emotional intelligence, working to foster communication and collaboration on academic matters throughout the University. Develops and coordinates onboarding and/or training for all new deans, faculty, and academic unit’s chief financial officers. In collaboration with the Office of Human Resources, contributes to a community of knowledge for all academic unit’s human resource directors.

Manages the outside professional activities reporting process for all USC-Columbia faculty including both Schools of Medicine. Certifies compliance of policy for expenditures related to food, membership, parking requests, educational foundation over $1,000, as well as others for all Academic Affairs units.
