2023, pending position clearance and availability of funding. Renewable type appointment dependent on performance, program needs and/or
availability of funding.
Duties and Responsibilities
Under the direction of the director, assistant
director, and/or associate director: provide programming, advising and services to meet the college preparatory needs of Hawaii County
participants demonstrating interest in pursuing postsecondary majors leading to careers requiring a baccalaureate degree and meet
participant and program outcome objectives, as stated in the funded grant. Conduct presentations to explain the Upward Bound postsecondary
education (PSE) preparatory mission and participant outcome objectives to high school students, parents, school and personnel. Recruit
applicants; evaluate applicants to determine eligibility for program services; conduct applicant interviews. Administer standardized
tests/inventories to assess applicant academic need for program and potential for PSE success; provide an admission recommendation based on
applicant’s academic potential and motivation. Collaborate with faculty, parents, school teachers and counselors, and mentors to prescribe
an appropriate pre-college PSE preparatory education and career exploratory services for each participant. Use school grades, test scores,
and participant-self-report to develop an individualized participant postsecondary education (PSE) preparatory plan. Provide access to
academic services that meet participant individual needs, such as tutoring, supplemental, test-taking and study skills instruction. Monitor
and record the academic, career exploration and personal development progress of each participant. Conduct college & STEM career related
exploration activities including but not limited to college fairs and college tours, college and career shadowing days; provide participants
with opportunities to receive instruction and mentoring from professionals in career fields. Provide participants with opportunities to
receive instruction and mentoring from professionals in STEM career fields of interest. Create and maintain detailed academic and PSE
preparatory progress records on each participant; provide events to recognize successful participant performance. Plan and implement
participant and parent PSE preparatory advising meetings and workshops on financial aid, ACT/SAT test preparation skills, and college
selection and application process. Provide direct assistance to each participant in applying to PSE institution(s), including but not
limited to: assistance completing the FAFSA, distributing SAT fee waivers. Assist participants with submitting PSE admissions applications
and providing PSE application fee waivers, review & edit resumes & personal statements and providing letters of recommendation.
Assist staff in tracking PSE UB alumni admission, persistence and progress toward PSE graduation following graduation from high school.
Participate in staff applicant interviews, provide recommendation for hire, training and supervising academic year and summer program
instructional staff and student assistants/tutors/ mentors. Supervise participants during all program activities and field trips, college
tours, etc. Assist in planning, implementing, and evaluating Program objectives, projects and activities and recommend and implement
approved corrective measures to assure the needs of each participant and program objective are met. Participate in the design of Upward
Bound Program related documents, recruitment, and presentations. Other duties as assigned
Minimum Qualifications
Possession of a baccalaureate degree in any degree program and one (1) year of progressively responsible professional experience with
responsibilities providing Secondary or PS education advising; or equivalent education/training or experience. Working knowledge of
principles, practices and techniques in the secondary and postsecondary education as demonstrated by the broad knowledge of the full range
of pertinent standard and evolving concepts. Working knowledge and understanding of applicable federal and state laws, rules, regulations
and theories and systems associated with education equity programs. Demonstrated ability to resolve wide ranging complex problems through
the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an
effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in
writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working
relationships with internal and external organizations, groups, team members and individuals. Demonstrated ability to operate a personal
computer and apply word processing software. Any equivalent combination of education and/or professional work experience which provides the
required education, knowledge, skills and abilities as indicated. Possession of a valid driver’s license, safe driving record and ability to
drive to Hawaii target schools and serve as driver and chaperone on field trips. Ability to work days, evenings, weekends and holidays as
directed. Experience working with databases to maintain detailed records. Experience working with low-income and first-generation students,
parents, and school and community representatives orally and in writing.
Desirable Qualifications:
One (1)
year professional experience providing college preparatory educational advising services to TRIO students. Successful experience working
collaboratively with university faculty, secondary education personnel, and other professionals to develop and supplement program resources.
Ability to adjust quickly to change, handle varied and challenging conditions and assignments. Overcame barriers similar to those
confronting the low-income and first-generation college bound target population (34 CFR Part 645.31(e)(3)]; attended an under-performing
high school that did not meet ‘No Child Left Behind’ standards OR; Overcame barriers similar to those confronting the low-income and
first-generation college bound target population [34 CFR Part 645.31 (e)(3)]: was considered an at-risk high school student due to low
academic test scores or cumulative academic grades OR; Overcame barriers similar to those confronting the low-income and first-generation
college bound target population [34 CFR Part 645.31(e)(3)] was considered low- income by federal standards, recipient of Aid to Families
with Children, food stamps, etc. OR;Overcame barriers similar to those confronting the low-income and first-generation college bound target
population [34 CFR Part 645.31 (e)(3)): raised in a low-income community, or isolated community with few college graduates or professionals
to emulate.
Pay range: PBA, minimum $3907/month
