Hiring/Budgeted Salary or Hourly Range: The budgeted salary range that the University reasonably expects to pay for this position is $31.13 – $33.52/hr.
Full Salary Range: The full salary range for this position is $27.16 – $46.70/hr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties: Under general supervision of the Materials and Stockroom Operations Manager, the Procurement Analyst is responsible for purchasing, sourcing and contracting activity for Facilities Management and Design and Construction Services. Has authority to make purchases within broadly defined dollar limit using multiple purchasing options. Understands industry practices, demonstrates good judgment in selecting methods and techniques for obtaining solutions. Exercises analysis and judgement implementing the strategic sourcing vendor for best product and pricing options. Understands products and procurement options of complex industrial components for Mechanical, Electrical, Plumbing and other building and utility system needs. Utilizes knowledge of, and experience in, inventory management and controls.
Required Qualifications
* Bachelor’s degree in related area and / or equivalent experience / training
* 3-5 years equivalent procurement experience and training.
* 3-5 years equivalent experience with receiving and accounting procedures.
* Analytical skills necessary to evaluate the quality and cost effectiveness of multiple and complex purchasing options.
* Proficient in use of spreadsheets, email, and database queries.
* Effective written and verbal communications used in customer service and analysis in a diverse client and support profile.
Special Conditions of Employment
* Maintain a valid CA driver’s license, a clean DMV record and enrollment in the DMV Employer Pull-Notice Program

Job Functions and Percentages of Time:
* 70% Procurement – Receives, evaluates and processes purchase requests through WebTMA or other procurement options. Chooses best purchasing method as required (Purchase Order, Flexcard or Vendor Blanket). Analyzes and prioritizes all incoming requisitions ensuring all approvals are obtained prior to processing purchase requests. Audits each request for complete and accurate Departmental purchasing and accounting information. Follows and advises on all campus policies to ensure proper procurements. Evaluates recommended vendor sources and determines if alternatives need to be considered to ensure cost effectiveness, fair completion, sustainability and equal opportunity in business. Continuously develops subject matter expertise and sourcing capabilities when it comes to complex industrial systems and building/utility infrastructures. Develops vendor relations for product, best pricing and vendor services for the best interest of DFSS. Effectively communicates with department staff on placement and status of orders while adhering to UC policies and procedures as needed, and any changes to the orders which could negatively impact delivery. Works with staff to research replacement parts based off of original request to parts that are available. Works with campus procurement on high value orders, initiating Vendor Blankets, Contract Requests, and all change orders. Acts as department contact on new vendor set up and vendor management with Gateway Team.
