Transportation & Parking Services (TPS) is part of Housing, Dining, and Auxiliary Enterprises (HDAE). TPS is an innovative and self-sustaining department that supports the UCSB mission by providing safe and reliable parking, fleet services and transportation alternatives to our campus community. TPS manages over 9,500 parking spaces and over 400 vehicles. TPS coordinates inbound and outbound traffic planning for all major campus events.

Brief Summary of Job Duties
Under the Supervision of the Adjudication Supervisor, and in compliance with the California Vehicle Code (CVC), uses independent judgment in the adjudication of citation appeals. Responsible for all aspects of citation processing including citation appeals, Administrative Hearings, DMV interface, and preparation of letters for mailing as well as routine or complex correspondence. Multitasks while performing complex work in an often busy environment with frequent interruptions. Position will cross-train with TAP -Rideshare program (and Permit Sales).
Required Qualifications
* High school diploma or equivalent experience.
* Thorough knowledge in administrative procedures and processes including word processing, spreadsheet and database applications.
* Requires good verbal and written communication skills, active listening, critical thinking, multi-task and time management skills.
Special Conditions of Employment
* Maintain a valid CA driver’s license, a clean DMV record and enrollment in the DMV Employer Pull-Notice Program

1 | Citation Adjudication | Responds to citation appeals submitted in writing, via the internet, in person or via phone. Reviews all applicable evidence, prior violations, warnings and prior appeals adjudicated. Draws evidence, and make inferences from, numerous campus benchmarks and in-house databases in the decision making process. Follows criteria set forth by Director and Administrative Services for waivers. Makes site visits when necessary to examine signage, lot configurations, or any other items of relevance to the appeal. Consults with other Sales/Adjudication staff, Enforcement Supervisor, Assistant Director, or the Director, as needed. Maintains compliance with the California Vehicle Code (CVC) in regards to the adjudication process, and time frames for Administrative Reviews (level I) and Administrative Hearings Level II with UCPD. Communicates directly with the enforcement officers or police department regarding citation issuance. Disqualifies ones self from adjudicating citations issued to friends, relatives, business acquaintances, or any other individual or group where a conflict of interest may exist, or may be construed to exist. | 60% |
2 | Citation Administration | Citations, Appeals Review, Reporting, DMV Interface, Mailings. Schedules Administrative Hearings (level 2) corresponding with the UC Police Department. Responds to ALL first level citation appeals, based on CVC, UCSB and UC standards of enforcement and compliance. Ensuring details are outlined, next steps for 2nd Level Appeal and how to remedy in the future. Prepares monthly hearing schedule ensuring all pertinent information is included. Answer questions posed by the Hearing Examiner in relation to the appeal, applicable permit information, or any other questions as needed. Corresponds with appellants indicating the outcome of their hearings and process refund requests for citations dismissed by the Hearing Officers. Prepares and processes individual delinquent notices for citations issued to rental vehicles ensuring citations are changed to the appropriate status prior to mailing such notices. Provides security within the citation and adjudication databases to prevent unauthorized access. Report suspicious or unusual data, or data changes, to the Operations Manager. Maintains confidentiality in regards to citation issuance, processing, adjudication, correspondence, impounded vehicles and in instances where individuals have been, or may be arrested. Processes returned delinquent notices verifying vehicle owner’s names and current addresses with the DMV. Make appropriate changes to the registered owner database consulting with the Operations Manager as needed. Document and provide logic for changes made to the database. Log in T2 address issues for future collections action or responses. Processes and submits weekly DMV registered owner and lien request data files, ensuring that all necessary changes to the database have been made prior to file generation. Appropriately process the associated DMV return data files working in coordination with IT. Process the monthly DMV return file. Log all file submissions and returns including times and dates. Researches complex citation issues using multiple databases and in-house computer systems. Creates reports spreadsheets or other documents summarizing results for TPS management. Creates reports summarizing daily citation activity concerning, but not limited to, citation appeals, citation issuance, voided citations, citation payments and Administrative Hearings using T2 system reports. Periodically reviews and evaluates forms and routine correspondence making recommendations for changes and/or improvements to the Citations Manager. Ensures Webmaster has correct updated citation outline and cost per violation as well as reviews and updates online appeals forms. Updates and reviews citation letters for clients (6 day and 21 day letters per CVC) | 20% |
3 | Customer Service | Responds to appeals professionally and diplomatically, providing reasonable explanations and including additional educational information as deemed necessary. Answers questions in person, via telephone, and by email in response to customer inquiries regarding citations, parking rules and regulations, the adjudication process or any other questions regarding parking or departmental policy. Acts as the initial contact for individuals whose vehicles have been impounded or immobilized for outstanding parking citations. Explain California Vehicle Code (CVC) authorization to impound or immobilize vehicles, and authority to regulate parking on campus as dictated by section 21113 of the CVC. Researches and confirm the appropriateness of vehicle immobilization and/or impound in compliance with the CVC if requested. Maintains professional composure and demeanor in difficult conversations with customers who may be angry, upset, or otherwise difficult. Partners with UCPD, Director, Assistant Director, Enforcement Manager and others to review trends and convey solutions. Signage, website information, appropriate violation application are key areas of focus for consistency and compliance within the CVC. | 15% |
4 | Departmental Assistance | Provides coverage or assistance to the TAP – Rideshare office during peak times. May fill in for longer periods of time based on need, have a thorough understanding of all facets of TAP: carpool, vanpool, bus passes, IVPM parking meter program and qualifications to be a member of the program. Annually assists with updated vanpool pricing changes and creation of updated pamphlets. Provides assistance in other areas of TPS and to the Director, primarily with correspondence, newsletters via proof reading, assisting with target audience understanding and ensuring accuracy of information outgoing from the Department. As a member of the TPS team participates in special projects such as Spring Insight, orientation, commencement, move-in day, sales permit drives and outreach. | 5% |
