DESCRIPTION
The Recruitment and Human Resources Services Generalist is an experienced professional with in-depth understanding of HR theory, concepts and application to apply organization policies and procedures to resolve the full range of HR-related issues. Works on problems/issues that are diverse and complex in scope, where analysis of situations requires a review of a variety of factors.
The Recruitment and Human Resources Services Generalist serves as internal consultant to department directors, managers, supervisors and staff on a variety of complex and sensitive administrative and operational matters that have a significant impact on the department or university as a whole.
Under direction, this position directs the day-to-day administration of human resource services. Provide experienced professional services and manage the implementation of policies, programs and procedures related to: staffing & recruitment; employee/labor relations; compensation & classification; personnel/payroll & benefits; worker’s compensation; staff recognition, development & training; human resource information systems and records management.
Counsels management and staff regarding employee relations matters, labor policies, procedures and practice, and progressive discipline procedures. Formulate disciplinary strategies and carry out actions. Conduct preliminary investigations in preparation for contract negotiations.
Manage recruitment and selection activities, hiring requests, implementation of recruitment plans and selection processes to ensure equal opportunity and non-discriminating hiring practices. Independently handle senior management level hiring.
Lead staff development initiatives to support organizational improvement and performance development strategies. Participate in the development and implementation of programs and training opportunities aligned with departmental succession planning goals.
Oversee the development, preparation and updating of job descriptions by HR Analysts. Write, review, analyze and recommend classification actions.
Initiate compensation actions and develop recommendations ensuring salaries are in-line with internal pay practices, contract requirements, University policy and the external market.
This position provides extensive analysis and recommendation, planning, creativity and problem-solving. This position routinely manages confidential and sensitive information, situations and incidents related to workplace actions and/or conflict, employee retention, discipline, termination, medical leaves, collective bargaining, grievance matters, and legal actions.
QUALIFICATIONS
Bachelor’s degree in related area and / or equivalent experience / training.
Thorough knowledge and experience managing a broad scope of human resource-related functions and extensive experience in human resource management in a large, complex and unionized environment including: employee/labor relations, recruitment and selection, compensation and classification, performance evaluation, organizational and employee development, training, workers compensation, benefits, accommodations, personnel and payroll, terminations/layoffs.
Proven experience in a bargaining unit environment interpreting and applying policy and collective bargaining agreements and procedures. Ability to make decisions based on employment laws, policies and bargaining agreement interpretations and practices. Recommend and carry out courses of action consistent with contract requirements, department practice, policy, procedures, laws and regulations
Demonstrated ability to exercise initiative, excellent judgement and tact in managing and completing administrative operations, maintaining confidentiality and handling sensitive matters in the absence of close supervision. Skill in negotiating, including listening skills and skills in persuasion, to reach compromise concerning people with different viewpoints.
Strong analytical, problem solving, negotiation and organizational skills. Demonstrated ability to independently analyze complex problems, conduct research, draw conclusions, and develop and implement innovative solutions that meet the objectives of the department.
High degree of sound judgment and discretion in handling confidential and sensitive information. Demonstrated effectiveness in handling complex and sensitive legal and employee relations issues. Demonstrated experience and ability to effectively advise management and supervisors in progressive disciplinary procedures. Demonstrated ability to maintain strict confidentiality.
Strong critical thinking skills to identify problems and use creativity to develop innovative solutions. Proven analytical, organizational and management skills. Ability to collect data, analyze problems and implement appropriate course of action.
Strong, effective supervisory skills and demonstrated ability to provide leadership that motivates and promotes team-building, creates a positive work environment and foster the Principles of Community. Ability to analyze workflow and determine effective staffing structures to meet operational and service needs of organization. Ability to address and resolve performance problems and other personnel issues and concerns.
Demonstrated experience in and knowledge of recruitment processes for a diverse workforce comprised of skilled crafts, trade, technical, professional and management positions. Skill in planning and executing recruitments to include outreach and advertising, resume review and final selection processes.
Proven experience with computer systems, HRIS databases, Word, PowerPoint, Outlook, financial databases, Payroll systems, etc. Advanced knowledge of excel with demonstrated proficiency in researching, organizing and reporting complex statistical and informational data.
Thorough knowledge of job classification requirements, analysis and procedures. Demonstrated professional experience in developing and updating job descriptions and justifications for service, technical, professional and management level positions.
Extensive knowledge and understanding of Federal employment related laws, labor contracts, policies and procedures governing human resource management and business processes (i.e. EEOC, FEHA, ADA, FMLA, OFCCP, etc.).
Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
Strong oral, presentation and interpersonal skills with ability to effectively communicate with diverse individuals and groups in a clear, concise manner.
Strong analytical, active listening and critical thinking skills. Demonstrated ability to handle very difficult or volatile situations/individuals effectively.
Demonstrated leadership, experience and ability to deliver and promote a high level of customer service to a large and diverse environment.

Pay Transparency Act
Annual Full Pay Range: $59,700 – $124,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $28.59 – $59.53
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
