DESCRIPTION
Under direction of the Chief Operating Officer (COO), responsible for the leadership, oversight, and management of the Department of Chemistry/Biochemistry’s Sponsored Projects unit which manages approximately $22 million in extramural funds, new PI startup funds, and UC Foundational funding sources ($1.2M), and submits over $100 million in proposals annually. Sponsored project funding encompasses more than 30 funding agencies and multi-PI, multi-site research projects with multiple year project periods (typically 1-5 years). Responsible for the development, continued surveillance, and long-range planning of methods, systems, resource organization, and materials required to ensure fiscal control and Department objectives. Responsible for policy and procedure development, review, analysis and implementation. Supervises a staff of 9 (7 directly and 2 indirectly) Research Administrators, Financial Analysts, and a Fiscal Assistant working on grants or contracts according to established policies and management guidance. Supervisory responsibilities include: hiring, direct supervision, training and development, advising, evaluating, and performance management.
Work with the Fiscal Manger and COO in developing short-term and long-range goals for the Department. Maintain relationships with all financial analysts and administrators who support departmental faculty. Serve as a liaison as necessary with the Office of Contracts & Grants Administration (OCGA), Office of Post Award Financial Services (OPAFS), funding agencies and UC San Diego Foundation. Responsible for all faculty-controlled funding beyond extramural funds, including startup, gift and foundation as well as corporate service agreements. All of the above is performed in a very dynamic environment, which often presents new activities for the campus and requires policy and procedure development, review, analysis and implementation.
QUALIFICATIONS
Graduation from college with a major in business administration or related field, or an equivalent combination of education and experience.
Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements. Experienced with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
Excellent computer skills using relational database, spreadsheets, word processing, web applications and e-mail software; willingness and ability to update knowledge a needed.
Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration. Knowledgeable about Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
Ability to perform highly complex financial analysis and customized reporting. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Thorough knowledge of policy and its interpretations. Requires thorough knowledge in OMB circulars such as Uniform Guidance (UG), A-21, A110 and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines. Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
Ability to manage high volume and complex transactions. Demonstrated experience in monitoring production and quality of work performed by staff, to assess staff capabilities and workloads, and redistribute as needed.
Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high-volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
Demonstrated management and supervisory experience with good leadership, organization, training, decision making skills and management practices to effectively lead staff and manage a variety of financial operations. Knowledge of personnel practices and policies including affirmative action, interviewing and selection processes, supervision and disciplinary actions.
Ability to communicate effectively one-on-one or in group settings, taking into account differences in social, cultural, professional, and educational backgrounds.
Demonstrated understanding of the importance of ensuring an equitable, inclusive, and diverse working environment, with the ability to work as a part of a diverse and collaborative team. Demonstrated competency and commitment to equity, diversity and inclusion.

Pay Transparency Act
Annual Full Pay Range: $71,000 – $160,000 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $34.00 – $76.63
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
