DESCRIPTION
UC San Diego Health’s Department of Emergency Management and Business Continuity’s mission is to help faculty and staff prevent, mitigate, prepare, respond to, and recover from emergencies that disrupt the normal day-to-day operations of the health system. The department scope covers all health system sites and their faculty, staff, patients and visitors.
The Medical Center Operators’ department is responsible for answering over 700K calls, and over 16K code call activations per year and serves all health system locations.
Reporting to the Senior Director of Environment Health & Safety, Emergency Management, and Medical Center Operators, the Director, Emergency Management plans, supervises, coordinates, and oversees the day-to-day operations of three service lines (Emergency Management, Business Continuity, and Medical Center Operators) and includes activities such as: staff management; coordination of regulatory compliance oversight to include TJC, CDPH, CMS, and Cal-OHSA; emergency response operations in the command center; policy development; adherence to Human Resource and contractual guidelines; and compliance monitoring of all policies, plans, budgets, and deliverables.
KEY RESPONSIBILITIES:
* Serves as subject matter expert in the areas of Emergency Management (EM), Business Continuity (BC), and Medical Center Operators, and works with cross-functional teams, key leadership, and technical stakeholders to ensure the goals of the programs are met.
* Ensures all programs and EM/BC staff comply with TJC, CDPH, CMS and other applicable regulatory standards and maintains a state of compliance readiness.
* Actively manages risk, coordinates risk reduction activities for emergency/disaster hazards, mitigates vulnerabilities and hazards to operations, documents efforts and shares actions and results with key stakeholders.
* Provides leadership, strategic direction, and expertise to direct reports, executives, clinical and business leaders, and employees for emergency management efforts in all phases of the emergency management cycle.
* Ensures interoperability and standardization of all Emergency Management & Business Continuity programs for all hospitals, clinics, ambulatory care centers, and business services throughout the organization.
* Develops and manages all service lines policies and procedures to ensure regulatory compliance and programmatic and customer needs are met.
* Manages and guides the organization’s response during actual or potential emergencies using an effective and positive demeanor.
* Manages staff and appropriate budget to achieve program and organizational priorities.
* Identifies program gaps and supports development plans with follow-up to ensure compliance.
* Prepares departmental performance reports by collecting, analyzing, and summarizing data and trends and making recommendations for adjustments across the service lines for programmatic improvements. Reports to be provided to the Senior Director, the Emergency Management Committee, and others as required.
* Actively participates with internal and external partners, task forces, committees, and agencies regarding all three departmental program objectives including those at the hospital, local, regional, state, and federal levels.

Annual Full Pay Range: $87,000 – $202,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $41.67 – $97.03
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
