hese Auditor positions are with the Office of Trade, Trade Regulatory Audit (TRA) within U.S. Customs and Border Protection (CBP). Openings are currently available in the following locations: Chicago, IL; Honolulu, HI; Minneapolis, MN; San Francisco and San Jose, CA.
Typical duties include but are not limited to:
Conducting a full range of audits or other assignments of external entities that are importing, exporting, or facilitating the international flow of merchandise into or out of the United States and completing audit assignments in accordance with Generally Accepted Government Auditing Standards (GAGAS).
Presenting detailed findings and recommendations in work papers/audit reports, interviewing auditees, and communicating audit objectives to auditees and internal stakeholders.
Planning and overseeing audit activities of lower graded staff auditors, including the review of audit documentation to ensure it meets professional and internal CBP/OT/TRA standards and policies.
Conducting research of import and export laws, trade policy, legal rulings, and case law interpretations as well as conducting risk assessments procedures and assessing internal controls to determine whether an audited entity represents an acceptable or unacceptable risk to DHS/CBP.
Identifying and assessing internal control system weaknesses, performing detailed testing and analysis using various audit and analytical techniques, examining intricate accounting systems, and demonstrating an understanding of statistical sampling.
Salary and Benefits
This position has a starting salary range of $72,553 (GS-11, Step 1) to $113,047 (GS-12, Step 10) with promotion potential to $113,047 (GS-12, Step 10). Qualifications
Basic Requirement:?You must provide supporting documentation in your application to show you meet the basic requirement below:
A. Degree: Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor’s or higher degree in accounting, auditing, or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. Transcript must include date the degree was awarded or conferred.
OR B. A combination of education and experience – at least four years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: 1.?Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law (provide transcripts); OR 2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (provide certification); OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A (provide transcripts), provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
You qualify for this position if you possess one year of specialized experience as described below and meet the basic requirements listed above.
Experience:?You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Conducting audits of large national or multinational corporations requiring a high level of professional audit knowledge in accordance with Generally Accepted Government Auditing Standards (GAGAS), or Generally Accepted Auditing Standards (GAAS).
Researching, interpreting, and applying laws, legal rulings, and case law to develop clear, concise, and persuasive audit reports.
Writing audit reports, memorandums, and other technical work papers in a clear, succinct, and organized manner, with consideration for the intended audience and the nature of the information.
Experience: You qualify for the?GS-12?grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Independently conducting complex audits of large national or multinational corporations requiring a high level of professional audit knowledge in accordance with Generally Accepted Government Auditing Standards (GAGAS), or Generally Accepted Auditing Standards (GAAS).
Researching, interpreting, and applying laws, legal rulings, and case law to independently develop clear, concise, and persuasive audit reports.
Writing comprehensive audit reports for complex assignments, memorandums, and other technical work papers in a clear, succinct, and organized manner, with consideration for the intended audience and nature of the information.
GS-11 Education Substitution:?You may substitute a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field or an LL.M. for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-11 Combining Education and Experience:?When combining education with experience, first determine the applicant’s total qualifying education as a percentage of the education required for the grade level; then determine the applicant’s experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.
