SunPlus Data Group is looking for a Program Analyst for the HR Department at the Naval Hospital Guam
Scope of Work
TASK 1. Contractor coordinates, develops, implements, maintains, and oversees USNH Guam’s Defense Medical Human Resources System Internet (DMHRSI) program, Officer Special Pay, Command and Collateral Duty Appointment letter program. Responsible for the coordination, implementation, oversight, data quality, reporting requirements of the Defense Medical Human Resources System – Internet (DMHRSI), and Officer Promotions. Contractor completes the in/out-processing and interdepartmental processing of USNH Guam personnel in DMHRSi system. Inputs, maintains, evaluates, and compares pertinent data and information. Corrects deficiencies, researches and inputs missing information/data, clarifies discrepancies and inconsistencies and complies reports. The contractor reviews data processing documentation on a regular basis for accuracy and efficiency. Assist USNH Guam staff with resetting DMHRSI passwords when necessary.
Continuously verifies the Officer Distribution Control Report (ODCR), Enlisted Distribution Verification Report (EDVR), Pers-4415 Officer Slates, borrowed military, HRO civilian crosswalk, Limited Duty/Med Hold/Med Board, contractors, volunteers, and Reservist personnel assigned to USNH Guam to ensure that personnel data/information is accurately documented in DMHRSi. Evaluates, and monitors weekly/monthly reports to discover, report, and rectify discrepancies. It is estimated that approximately two (2) transactions shall be processed hourly by the contractor and sixteen (16) transactions shall be processed daily. It is estimated that approximately 2,048 TASK 1 transactions shall require processing during the period of performance.
TASK 2. The contractor administers the Officer Special Pays, accession bonuses, and retention bonuses request in accordance with Chief of Naval Operations instruction. Verifying eligibility of the officer, the amount requested is correct in accordance with the applicable fiscal year pay plan, and processes the Commanding Officer’s (CO) endorsement and forward the request to Bureau of Medicine and Surgery (BUMED).
TASK 3. The contractor processes Officer Promotions in accordance with Secretary of the Navy Instruction.
TASK 4. The contractor is responsible for the coordination, implementation, and maintaining of the Command and Collateral Duty letter program. Prepares appointment letters for all members, committee and board members to be signed by the Commanding Officer and member. Maintains files, and reports on data of the program.
SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION:
Contractor personnel is required to possess expert and technical knowledge of DMHRSI concepts, capabilities, procedures, policies and reports required by higher authority.
Also have extensive knowledge of military and civilian manpower/human resource terminology.
Also possess knowledge of data collection and statistical analysis techniques used in special tasking, reports and guidelines.
Also, have the mastery of skills necessary to effectively conduct technical human resource and manpower task management related to the Medical Treatment Facility (MTF) and/or Business Operations.
Also, possess the ability to analyze problems, recognize significant aspects, reach conclusions and present justified recommendations.
Also, have proficient knowledge of Human Resources, Manpower, operations concerning DMHRSi requirements, interrelated information, and interdependent actions.
Expert knowledge of policies and procedures for executing and processing Medical Department Officers Special Pay, accession bonuses, and retention bonuses.
Also, have the ability to communicate orally and in writing, to explain and support conclusions and recommendations.
Also, possess the ability to establish and maintain effective relationships, communications with and gain the cooperation and support of supervisors, managers and co-workers on complex or controversial issues.
Also, possess an in depth knowledge of the organization, missions, functions, and management objectives.
Also, possess knowledge of Federal and agency regulations and specific organization’s programs and missions; as well as knowledge of pertinent laws, regulations, and policies related to MTF operations to consider their impact on the mission.
Also, possess the ability to communicate effectively to brief management of any justified recommendations.
Also, contractor shall retain the necessary skills and knowledge necessary to carry out the administrative duties assigned under Tasks 1, 2, 3 and 4.
