The Benefits Manager will provide both leadership and employee support and service for a broad array of Employee benefits including health, welfare, retirement, workers compensation, and leave of absence, The Benefits Manager serves all of the Oneida Indian Nation’s diverse operations to include Turning Stone Resort Casino, Point Place Casino, YBR Casino & Sports Book, Maple Leaf Markets, SavOn Convenience stores, Oneida Innovations Group, CNY GO, and others.
Duties & Responsibilities:
Effectively supervises administration of all employee benefits and employee insurance plans for the organization to include health, life, AD&D, Disability, workers compensation and retirement plans.
Effectively oversees administration of leave of absence policies and compliance with organizational policies, Oneida Nation Ordinances, and applicable laws.
Clearly administers time off programs and other internal benefits. Ensures appropriate communication of benefits to employees.
Demonstrates complete understanding of all regulatory and legal stipulations including working knowledge of FMLA, ADA, FLSA, ERISA, HIPAA, etc.
Acts as the point of contact regarding benefits matters in facilitating communication and meetings of plan committee, brokers, consultants and carriers.
Works collaboratively to ensure successful plan renewals and appropriate budgeting of benefits costs for the organization.
Makes recommendations for periodic marketing of carriers, insurance plans, brokers, consultants, and administrative providers to ensure competitive pricing and effective service; supports the RFP process, ensuring complete information is provided to the Benefit Plan Committee for the decision-making process.
Oversees the annual/open enrollment ensuring ample educational opportunities for employees and effective communication regarding all plan changes and rates.
Fosters development of a strong organizational culture through consistent communication and actions.
Ensures routine staff training and follow up training as needed.
Delegates assignments appropriately, while continually preparing staff for the next level.
Maintains overall responsibility for the accuracy of all benefits related data in the HCM system. Works closely with the HRIS Manager to ensure regular audits and systems maintenance.
Works closely and cooperatively with payroll, Finance, Legal and other related departments.
Ensures all employee benefits records are kept up-to-date with appropriate data including documented enrollments, beneficiaries and documented plan communication.
Manages worker’s compensation claims administration function to ensure timely reporting of losses to carrier. Ensures regular communication with claimants to obtain information to reduce liability. Conducts weekly claim reviews and ensures follow-up on training, prevention and controverted claims. Ensures monthly reporting to departments regarding injuries and incidents and takes steps to reduce trends.
Oversees staff schedules and coverage to ensure service to employees during all shifts and work sites.
Ensures timely filing of all plan compliance documents and maintains up-to-date records of all plan documents and certificates; ensures mailing of plan documents and other employee plan communications to meet regulatory requirements.
Works collaboratively with other HR leaders to support HR services to employees.
Minimum Qualifications:
Bachelor’s Degree in Business, Human Resources or related field.
At least 5 years previous experience in comprehensive employee benefits management with a large employer or an equivalent combination of corporate and benefits consulting experience with large employers.
At least five years experience in a supervisory role in a service environment.
CEBS designation preferred.
Working knowledge of FLSA, ADA, FMLA, ERISA and PPACA other applicable laws and regulations, and compliance requirements.
Knowledge of Human Resources Information Systems (preferably Infinium Software) with reading, programming and report creating abilities.
Excellent mathematical and analytical skills.
Excellent oral and written communication skills.
Strong computer background (Word Perfect, Spreadsheet) with the ability to write and create reports.
Evaluation, assessment and decision-making skills.
Effective presentation skills.
Must adhere to strict confidentiality policy.
Flexible availability to work evenings and weekend hours when necessary.
