General Description:
The Executive Director, External Affairs, housed in the Office of the President is responsible for the development and provision of programs, services, events, and initiatives which foster success, satisfaction, and enhancement of OCCC’s relationship with the broader community. This position reports directly to the President and is responsible for the overall planning, organizing, and executing of all external affairs functions, which includes providing consultation and collaboration in the design and delivery of the college’s media and brand strategies, working with the College’s Foundation, participating in fundraising campaigns and donor cultivation, participating in building and maintaining strategic relationships, and identifying opportunities to improve external impact. Particular emphasis is placed on the implementation of a regional, state, national, and even international strategy designed to nurture and maintain partnerships that will move OCCC closer to the goals of the institution to enhance the College’s mission and public image. The Executive Director will work closely with government agencies to provide resources to the institution and serve as the College’s liaison to the Oklahoma Legislature.

Minimum Education/Experience:
Bachelor’s Degree and seven (7) to ten (10) years of full-time experience administering programs and fundraising, lobbying, governmental relations, higher education administration, or public relations.

Job Duties (Duties Assignment Statement):
Essential Functions:
Establishes and maintains working relationships with college officials, business/industry, community groups, the public, foundation supporters and donors, alumni, and news media representatives. Maintains a close relationship with state, local, and county governmental agencies (county boards of education and county commissions), the Oklahoma higher education system, departments of education, and the state legislature. Maintains connections with local economic development authorities and Chambers of Commerce.
Responsible for the overall planning, organizing, and executing of all external affairs functions, which includes building and maintaining strategic relationships, identifying opportunities to improve external impact, and providing consultation and collaboration in the design and delivery of the college’s media and brand strategy.
Develop long-range strategic planning and program development, including the assessment of such programs and services, consistent with the mission of OCCC.
Consulting and collaborating with the college foundation on its fundraising campaigns, donor cultivation, and other related activities, providing leadership in the organization of special events, special projects, and community relations development activities.
Serve as the College’s liaison to the Oklahoma legislature by building strong and trusted relationships with lawmakers in order to enhance OCCC’s ability to provide educational opportunities for students and contribute to creating a skilled workforce for Oklahoma.
Periodic contact with the following: local businesses, corporations, and foundations; alumni; neighborhood and community organizations; contractors; vendors; city, state, national and international offices; and parents.
In collaboration with appropriate staff members, developing programs and providing services designed to increase the recruitment, retention, matriculation, and ultimate graduation of students.
Counsel, advise, and consult with students, faculty, staff, and alumni individually and collectively to embrace the importance of building an inclusive, appreciative, and welcoming environment.
Responsible for fiscal management of departmental operating budget including forecasting expenditures and revenues, maintaining records, and linking program objectives and assessment to the annual budget process.
Coordinate the preparation of adjustments and supporting documentation for the fiscal year close.
Provide leadership and professional development opportunities for staff consistent with professional goals.
Serve as a liaison with academic departments, faculty, admissions, development, alumni, and other institutional constituents.
To regularly engage with state and local officials to promote understanding and awareness of OCCC services and initiatives, as well as communicate ongoing needs of the institution to more effectively accomplish its mission.
Organizing new events in collaboration with other offices to invite the community who might not otherwise have had exposure to OCCC to engage in activities and topics that are of great import to these community members.
Create partnerships to effectively utilize OCCC facilities and resources to create increased impact in areas of workforce and economic development to elevate the stature of OCCC in the creation of solutions to issues that affect access to OCCC as a higher education institution.
Nonessential functions:
Serve on college committees and special projects as necessary.
Represent the college in both local and national communities.
Perform other duties as assigned.

Participate in all applicable OCCC emergency, evacuation, shelter in place drills, and be prepared to take action and assist others in taking appropriate action should a health or safety emergency occur.
