In this role, you will research, develop, and drive aligned U.S. federal policy positions on key regulatory and legislative issues that reflect Novartis business priorities related to health care access, pharmaceutical innovation, and drug pricing issues.
Primary Responsibilities:
• Develop Novartis policy positions that are aligned across the enterprise. Collaborate with internal partners to identify the impact of legislative and regulatory proposals and educate across the US business on key policy developments on impact to Novartis.
• Partner with Federal Government Affairs colleagues to develop policy materials to support their advocacy work on priority issues. Review legislative proposals for impact and relevancy to Novartis.
• Develop and draft Novartis public comments in response to the federal regulatory process (Medicare IPPS, HOPPS, PFS, Part D, etc.). Align with internal business partners to ensure their business priorities are reflected in the public comment process.
• Partner with Issue Advocacy colleagues to identify strategic opportunities to develop external policy and advocacy relationships that will further the policy interests and positions of the Novartis business divisions.
• Develop training materials for use in educating internal colleagues on specific policy and reimbursement issues (e.g., Medicare Part D and Part B, 340B, Inflation Reduction Act, PBM reform).
• Participate actively in key trade associations (PhRMA, BIO, ARM) to shape their approach to Novartis priority areas. Ensure knowledge sharing and coordination with US Public Affairs colleagues.
The pay range for this position at commencement of employment is expected to be between $201,600 and $302,400 per year; however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements, including a sign-on bonus, restricted stock units, and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment. If hired, employee will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors

Role Requirements
What you will bring to this role:
• Undergraduate degree required. A masters level degree or a Juris Doctor is preferred
• 5+ years of related public policy, pharmaceutical policy or government experience.
• Deep understanding of pharmaceutical industry issues and regulatory/legislative processes required.
• Demonstrated ability to significantly influence critical policy and/or business issues
• Proven ability to communicate business critical information at senior levels and to reconcile multiple stakeholder views
• Understanding of organization, internal & external relation-ships & extensive knowledge of external market
• Ability to provide creative solutions to complex issues affecting the healthcare industry
* This position will be located at either the NJ or DC site and will not have the ability to be located remotely.
