At Morrison, we provide mental health and substance use recovery services for approximately 7,000 youth and families annually throughout Oregon, with most services provided in the Portland metro area. We provide a broad continuum of trauma-informed, culturally responsive programs and services which positively impact the lives of children, youth, and families through prevention, outpatient, community and school-based outpatient, day treatment, foster care and respite, and residential, shelter, and unification care programming.

OVERVIEW OF CHIEF PEOPLE & CULTURE OFFICER ROLE:
The Chief People & Culture Officer (CPCO) provides strategic leadership and executive direction for human resources functions at Morrison Child & Family Services. Reporting to the CEO, the CPCO serves as a key member of the Executive Leadership Team. The CPCO has one direct report, the Human Resources Director who leads the operations of our Human Resources Department. The CPCO also partners closely with the Vice President of Equity & Inclusion and Sanctuary and other key leaders.
The CPCO will guide the expansion of our solid foundational HR practices to enhance our current efforts and build future-focused innovative and outstanding employee experience and engagement to increase our ability to provide Best in Class services to children, youth, and families through our programs and services as we continue to grow and expand our impact across Oregon and beyond. This position includes responsibilities for end-to-end support for Morrison’s people and culture across a wide array of programs, services, divisions, and geographic regions and supports the ongoing success of our programs and services to the community.
As an Officer of the organization, the ideal candidate will also have responsibilities toward the organization’s overall goals, strategic directions, and priorities. This newly evolved leadership role is intended to act as a catalyst to help us shift, adapt, and adjust to the evolving workforce challenges, trends, and opportunities.
Salary Range for Chief People & Culture Officer: $132,000-$155,000
ESSENTIAL RESPONSIBILITIES:
· Lead the evolution of the human resources and “people functions” (e.g., Talent Acquisition and Management, Diversity, Equity & Inclusion, Training and learning, Organization Effectiveness – culture, change, and transformation – Employee Relations, and Workplace Policies and Practices)
· Collaborate with the Director of Human Resources as an organizational development and effectiveness expert, and strategically empower staff to lead in HR administrative functions (e.g., Compensation & Benefits, Human Resources Information Systems, Employment Law Legal/Risk management, and Employee and Internal Communications)
· Demonstrate skills in engagement in diverse communities; serve as a convener, coalition builder, thought partner and leader, capacity builder, and trusted advisor; cultivate inclusive leadership; develop an environment of engagement and trust; create high-performing teams through equitable practices; proven experience in employing trauma-informed principles and practices; encourage continuous learning through internal and external feedback; promoting safety as a guiding principle and regular practice in accomplishing work; show the utmost respect for others and is a proven team player
· Successfully drive change in our highly complex and comprehensive organization; be a strategic conceptual and innovative thinker; develop tangible goals with measurable outcomes; effectively communicate with diverse work groups; unify disparate pieces of work; exercise discretion and sound judgment and apply cultural sensitivity in interactions with a diverse range of stakeholders; demonstrate commitment to valuing differences among individuals and passion for being inclusive
· Working knowledge of environmental and restorative justice, intersectionality, targeted universalism, and results-based accountability
· Design and lead efforts with top-level management to strengthen organizational cohesion, and alignment amongst Senior Leadership as well as establish trainings, learnings, systems, structures, and systems of accountability to support managers in maximizing employee potential and ensure desired outcomes are met
· Advanced knowledge in using system thinking to advance equity in complex structures including change leadership, policy development, and philanthropic partnerships
· Ensure equity and anti-racist organizational practices and Sanctuary model implementation in all aspects of performance management and interpersonal/team dynamics, including a best-practice process and approach for professional development plans, internal investigations, and managing workplace conflicts
· Ensures the organization is compliant with all applicable federal, state, and local laws related to people (e.g., serve as the Affirmative Action Officer for Morrison’s Affirmative Action plans)
SKILLS AND ABILITIES:
· Excellent management, human relations, negotiation, communication, coaching, and group presentation skills
· Develop and maintain collaborative working relationships in a consulting environment
· Mediation, conflict resolution, and other dispute resolution systems and techniques experience
· Demonstrated leadership, judgment, and industry competence, and strong written and verbal communication and presentation skills
EDUCATION AND EXPERIENCE:
· Bachelor’s degree in human resources, business, the social sciences, or a related field – A Master’s degree preferred
· 10 years of experience engaged in diversity, equity, and inclusion work
· Mediation and other dispute resolution systems and techniques experience
· PHR/SPHR, SHRM-CP/SHRM-SCP, or other relevant certification preferred
ADDITIONAL INFORMATION:
Personal transportation allows for travel within the Portland/Vancouver metropolitan areas promptly. If driving a personal vehicle for work purposes must meet agency driving standards and maintain a valid driver’s license and personal auto insurance. Possible exposure to communicable diseases can encompass a variety of illnesses and infections, including tuberculosis, Hepatitis A, B, and C, infectious meningitis, and HIV. In office work includes exposure to general office equipment such as computers, telephones, copy machine, and other machines. Morrison is a healthcare provider and must still comply with Oregon’s COVID-19 vaccine mandate.
