The Department of Emergency Preparedness and Continuity oversees the strategy, operations, and management of efforts to ensure that Mass General Brigham is prepared to respond to emergencies and protect patients, staff, visitors, and the system’s health care facilities.
This Director reports to the Vice President for Emergency Preparedness and Business Continuity, Mass General Brigham (MGB) and the site-based Emergency Preparedness leader with support from the site based Medical Director and entity and department leaders. The role leads the execution of all planning, mitigation, response, and recovery aspects within an effective emergency management program for the entity. Oversees the planning, coordination, maintenance, and updating of the Emergency Preparedness (EP) Plans which address both internal and external emergency event responses for all threats that may disrupt the major operations of the entity, including the main campuses and satellite campuses.
Serves as a subject matter expert for practical and regulatory issues related to hospital emergency management and leads and supports all EP committees within the entity as needed. Works with the Medical Director, as well as other entity and MGB leaders to develop strategic direction for both the entity and enterprise program, identify opportunities to integrate and enhance the program and overall MGB EP, and execute tactics to implement identified departmental and local priorities. Oversees EP readiness education and training activities, including the execution of a minimum of 2 hospital-wide functional or full-scale exercises per year. Designs and maintains multiyear training and exercise plan (Integrated Preparedness Plan).
Oversees maintenance of emergency response systems and resources including the Employee Alert System, satellite phones, disaster supplies and other items. Serves senior leadership role in EP internal and external task forces, committees, and agencies. Investigates, researches, and makes recommendations regarding EP best practices. Responsible for ensuring that all regulatory standards for EP (Center for Medicare and Medicaid Services (CMS), Joint Commission and others) are known and being met. Oversees implementation of EP plans and procedures (internal and external) for the Emergency Department and other key departments as needed.

Responsibilities:
Program Management
*Serves as a senior leader implementing, monitoring and overseeing the annual program management framework to ensure critical tasks are completed on time. Includes execution of an annual Hazard Vulnerability Analysis, ongoing training and exercise program, annual and ad hoc Emergency Operations Plan updates and other tasks.
*Maintains governance and program structure to ensure the entity EP program meets or exceeds program goals and requirements and that entity EP staff function as a well-integrated team.
*Manages and participates in the entity Emergency Preparedness on-call structure to ensure 24/7/365 emergency response support across the entity Emergency Preparedness team.
*Facilitates senior leadership exposure, participation in and oversight of entity EP activities.
*Sets program meeting structure to ensure staff are updated on current projects and priorities and have opportunity to seek advice and direction from leaders and colleagues.
*Cultivates relationships with clinical and non-clinical stakeholders to ensure active involvement in entity EP program.
Personnel Management
*Manages entity Emergency Preparedness personnel including interns, Program Managers and Senior Program Managers as applicable. Provides leadership, support, and direction.
*Sets and clearly communicates expectations, monitors performance, and provides feedback in a timely manner.
*Potential to grow personnel management opportunities with additional staff and interns.
Project Management
*Oversees the implementation and on-going education of the Hospital Incident Command System (HICS) throughout the organization.
*Leads committees responsible for identifying/developing specific needs associated with various emergency scenarios for external events (trauma, bioterrorism, chemical, nuclear), internal events (information system downtimes, fire, weather, damaged utilities, etc.), and those affecting vulnerable populations.
*Leads various hospital EP committee and sub-committee meetings; contributes ideas and monitors the planning process.
*Sets strategic vision for EP program through collaboration with DEPC leaders and entity stakeholders.
* Oversees Hazardous Materials Response Program and Team and Biothreats Response Program and Team if applicable.
*Oversees annual program calendar and associated project plans and ensures timelines are met for accomplishing outstanding tasks.
*Works to build consensus and propose solutions when inconsistencies are identified within plans, systems, or response operations.
*Works with MGB EP staff and other MGB institutions on joint projects benefiting the entity program and MGB.
*Oversees development of an Annual Report on the Emergency Preparedness Program. Presents the annual report and program critiques to hospital committees and senior leadership, as necessary.
*Works with other EP staff to ensure all departments have current information regarding CMS, Joint Commission Emergency Management, and other applicable standards and that the entity maintains compliance.
*Investigates and researches best practices with respect to EP. Identifies opportunities to publish and present material to enhance the field of healthcare Emergency Preparedness. Attends seminars; benchmarks with other institutions; and obtains resource material for review.
Plans
*Ensures the development and maintenance of the Emergency Operations Plan. Ensures that an updated version of the plan is available at least annually, and that the plans meets CMS, Joint Commission and other applicable standards.
*Manages the collection, review, and updating of all departmental plans prior to publication, and ensures that the plans are cohesive and comprehensive.
*Ensures that accepted recommendations from incident and exercise critiques and/or ad hoc task forces included in updated versions of plans and documents. Recommends revisions, as necessary. Submits to appropriate personnel for approval prior to publication. Also publishes interim updates of the Plans as needed. Ensures specialized plans are developed when needed.
Call Lists
*Oversees process to ensure all Emergency Preparedness Call Lists and systems (ex: Employee Alert System) are up to date and functional.
Drills/Training
*Working with DEPC leaders, develops strategic vision for the Integrated Preparedness Plan.
*Oversees the training and exercise program, ensuring a minimum of 2 hospital-wide functional or full-scale exercises are conducted per year, and ad hoc drills and exercises as needed.
*Oversees process for writing and submitting after-action reports in a timely manner and convenes an interdepartmental critique of each drill and records recommendations and lessons learned.
*Oversees process to ensure after action items from exercises and events are tracked and remediated.
*Leads hospital-wide training efforts directed at improving knowledge base on emergency planning and response principals.
Financial Management
*Responsible for managing EP operating and capital budgets. Submits requests through senior leadership for approval, as necessary.
*Ensures EP equipment and supplies are available and in good working order, and that processes are in place to document and update location and condition of all preparedness equipment.
*Identifies, prepares application for, and manages federal and state grants and other funding opportunities specific to EP.
Outside Liaison
*Serves as a senior entity Emergency Preparedness representative for external groups and committees.
*Represents the hospital and identifies opportunities to play a leadership role in local and regional planning activities.
*Attends EP meetings with external agencies and other work groups (i.e. Conference of Boston Teaching Hospitals, Massachusetts Department of Public Health, Hospital Preparedness Program Healthcare Coalition, and MGB). Reports outcomes, decisions, and recommendations to senior entity leadership.
Qualifications:
*Bachelor’s degree in a relevant field required. Master’s degree preferred.
*Extensive Program and Project management experience. Specifically, experience managing complex projects in a complex environment.
*Seven to eight years of management level experience required. Healthcare experience preferred.
*Expertise in Emergency Preparedness planning
*Excellent written and oral communication skills
*Strong leadership skills, interpersonal skills, consensus building skills
*Maturity and operational problem solving/decision making experience
*Knowledge of Microsoft Office applications
*Works well in team environment
*Personnel management experience preferred
Working Conditions:
Locations: Brigham and Women’s Hosptial and Brigham and Women’s Faulkner Hospital.
*Works in an office setting and sometimes in the clinical environment.
*May be required to attend meetings outside of regularly scheduled hours and is available by pager/cell phone outside of normal business hours.
*Participates in the entity Emergency Preparedness on-call emergency response duties.
*May be required to report to the hospital outside of normal business hours to manage events that require emergency management.
*Occasional local, regional, national, and international travel may be required.
