Contracted: One year contract, with potential for renewal.

GOALS FOR POSITION: Provide leadership, direction, and oversight of all health center communications internally and to the community. Guides technological activities across the entire organization and directs needed changes, updates, and/or maintenance where needed.

SUMMARY: This is not a remote position. Individual will be responsible for all technology and communication functions of the organization. Responsible for timely troubleshooting of technology issues impacting operations. Guides and directs modernization of programs and processes as it relates to technology and communications.

PROJECTS TO BE COMPLETED:

• Develop the guest network with device that will give out IP addresses to those devices clearing the IP addresses for users.
• Repair the domain controller and create the secondary.
• Need a new server (specifications – THIS WILL BE THE PRIMARY DC).
• Antennas for the building for better reception.
• IHS rollover – two CISCO devices (how to change to IHS network when the power goes down).
• Separate Administrative Business from Health Network (need a separate router).
• IHS security move.
• This is not a remote position.
• Other projects to be assigned as needed.

FUNCTIONS AND RESPONSIBILITIES:

• Leads health clinic operations related to communications and technological processes, working directly with managers to achieve their programmatic goals.
• Designs and implements a strategic modernization plan for the health center as related to technology and communications. Establishes priorities for the use of information technology resources.
• Coordinates various medical center activities as directed by the CEO or delegate.
• Represents KMC at meetings related to IT and Communications as directed by CEO or COO.
• Organizes and oversees equipment upgrades and needed maintenance. Schedules, coordinates, and directs all agency computer operations, electronic systems development, analysis, programming, and hardware and software systems support.
• Studies communications and networking in order to implement cost reductions and increase efficiency.
• Monitor changes in the technology sector to discover ways KMC can improve and develop.
• Prepares reports including conclusions and recommendations for resolution of IT problems.
• Responsible for compliance with all Tribal, State, Federal, and governing bodies for laws, such as HIPAA.
• Recommends to administration major IT objectives and policies for the medical center.
• Prepares reports which summarization of IT activities as requested.
• Directs the IT staff as needed to achieve a strategic modernization plan for the health center; plan and direct the implementation of new IT systems.
• Create and adapt technological platforms to improve the patient experience.
• Responsible for supervising. Leave must be approved, and substitute signature authority must be delegated.
• Responsible for security as it relates to IT including access to accounts, health information, security cameras, and other sensitive information.
• Ensures managers apply a risk-based approach to measuring and mitigating security risk in the context of the respective business/clinical mission and strategy in accordance with applicable federal, state, and county statutes
• Leads communications to managers and the public as related to technology upgrades or clinic operations.
• Responsible for troubleshooting as needed via an IT ticket process.
• Responsible for data analysis of department work.
• Responsible for planning changes in department and directs and establishes IT related projects.
• Develop goals and strategies to ensure the IT department runs smoothly and effectively.
• Responsible for all Policies pertaining to the department. Keeping policies current and up to date.
• Responsible for onboarding and exit of all KMC employees for IT related items (email, accounts, access, HIPAA, ISSA, EHR, Polycom, 8×8, and ITAC).
• Ability to do presentations to the Board and Administration when needed.
• Reference to drug policy of the Tribe.
• Participates in leadership meetings and team activities.
• Communication delivered by presentations and public speaking.
• Other duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervises employees of KMC. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, recommendations to hire, orientation and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Due to the supervisory nature of the position, must be able to work on-site.

JOB SPECIFIC SKILLS & ABILITIES:

• Knowledge health service technologies and communications.
• Skill in analyzing, reviewing, and evaluating program(s) for the purpose of identifying needs, priorities, and deficiencies.
• Ability and skill in supervising and leading employees.
• Knowledge of general theories, concepts, principles, techniques, and philosophies of managing and providing health care functions including outpatient care services, administrative services, and community health services in order to develop and maintain programs.
• High competency and organizational skills required.
• IHS or tribal health knowledge preferred.
• Must possess extremely strong human relation skills.

EDUCATION and/or EXPERIENCE:

• Bachelor’s degree from an accredited four-year college or university with a major in Computer Science, Communications, Engineering, or Public or Business Administration, or a related field.
• Eight years of progressively responsible experience in computer programming, systems analysis, electronic medical or health records platforms, network communications, and/or health delivery systems.
• Two years of supervisory experience in a related field.
• Knowledge of Indian Health Service or other Health Service technology required.
• Experience in rural communications desired, this is not a remote position.

CERTIFICATES, LICENSES, REGISTRATIONS: A valid California Driver’s License and Current CPR Certificate.

LANGUAGE SKILLS: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts as related to networking and communications.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CONDITIONS OF EMPLOYMENT: Employee is subject to baseline and random drug testing per the Hoopa Tribal Drug & Alcohol Fit for Duty Policy. Employee will serve a 90-day introductory period. Employee is subject to introductory and semiannual performance evaluations. Preference will be given to qualified Indian applicants pursuant to the Tribe’s TERO Ordinance.
