Purpose Statement
The Assistant Superintendent for Human Resources is responsible for administering the personnel policies of the District on a day-to-day basis; developing and maintaining a human resources system that ensures the District is staffed with highly skilled employees; facilitating the recruitment, selection, induction, and training of licensed and educational support staff to assure all students a high-quality education; employee and association relations; substitute teaching and temporary staffing; and licensure and certification. The administrator must manage the staff and budget of the department; maintain all personnel records; and other duties as assigned by the Superintendent.
In addition, the Assistant Superintendent for Human Resources is a key leader in cultivating and sustaining an organizational culture that supports and enables employees to perform at high levels in accordance with the District’s goals and priorities.
This job reports to the Superintendent of Schools.

Skills, Knowledge, and Abilities
SKILLS are required to perform multiple, highly complex, problems with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: using pertinent software applications and supporting human resources technology; preparing and maintaining accurate records; analyzing data; providing leadership and supervision to the planning, development, and establishment of new, modified, or improved personnel programs, services, and activities.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; review and interpret highly technical information, write and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: state and federal laws related to school personnel; District’s operational policies and procedures; adept at using human resources-related technology systems with knowledge of or the ability to learn Infinite Visions, Frontline Suite of human resources applications; and current and emerging technology.
ABILITY is required to work effectively with people; to organize personnel, materials, and facilities into an effective learning environment; to formulate and achieve long-term goals; to prepare reports; communicate effectively both orally and in writing; read, interpret and explain policies and procedures; to keep records utilizing writing or keyboarding; to maintain regular attendance; to utilize data to inform practices.
Responsibilities
Responsibilities include: planning and working independently and directing other persons within a small work unit. Utilization of some resources from other work units is often required to perform the job functions. There is a significant opportunity to affect the organization’s services.
Work Environment
The usual and customary methods of performing the job functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, frequent climbing of stairs, hearing, talking, walking, seeing, twisting, and significant finger dexterity. Generally, the job requires 50% sitting, 30% walking, and 20% standing. The job is performed in a generally clean and healthy environment.
Experience:
Required: Five years experience as a school administrator or HR Administrator
Preferred: Three year’s successful experience in human resources in an educational setting
Education:
Required: Master’s degree in Educational Administration or Master’s degree in Human Resource Management
Preferred: pHCLE or SPHR
Certificates and Licenses
Required: Valid Illinois Professional Educator License with General Administrative, Superintendent or Principal endorsement if necessary
Preferred: Successful completion of Illinois Principal Evaluator Training
**Will consider Director of HR candidates with SHRM or HRCI credentials
Continuing Education/Training:
Maintains Administrative License if necessary
Continuing Education Requirements: Annual Administrator Academy if necessary
Criminal Background Clearance & Pre-Employment Medical Clearance and COVID-19 Vaccine Required
