Purpose:

This finance leadership position provides direct oversight for the Accounts Receivable and Credentialing team by optimizing the quality and processing efficiency of all Accounts Receivable and claim processes, including coding, billing, collections, remittance posting, denial management, and customer service as well as overseeing the agency’s credentialing process.

In addition to day-to-day management oversight, the position is responsible for initiating, implementing, and subsequent analysis of key financial and metric data for senior management review, subsequent inquiry, presentation of findings, and recommendation for process improvement.

This position is hybrid.

Essential Responsibilities

• Working closely with Netsmart, Cornerstones of Care’s technology platform provider, to establish and optimize billing protocol using agency electronic health record (EHR) software, myAvatar, for new and existing programs and billing streams.
• Transfer billing of insurance, Medicaid MCO, and other third-party billing in-house by establishing proper billing clearinghouse protocol, ensuring team members are trained, and all systems are in place and adequately supported before going live. Once live, monitoring process, overseeing team members, and making improvements as needed to ensure timely billing and collections processes. This will represent approximately $2.5 million of net revenue annually.
• Direct and provide oversight to processes by which agency non-medical accounts receivable aging is frequently and carefully monitored and balances are consistently followed up on to ensure predictable agency cash flow. Annual cash flow would approximate $30M from program services and represents school district contract billing, program (earned) revenue billing, other grant/ contract billing, and development billing of donors.
• Ensure day-to-day operations of revenue cycle are properly functioning including correct application of payments to outstanding balances, timely follow-up on credit balances, ensuring self-pay collection process is operating according to policies, smooth monthly transfer of myAvatar data into financial accounting software, reconciliations of applied payments to cash records performed, rate changes entered and tested in a timely manner, and so forth.
• Overseeing the monthly reconciliation process of relative/ kinship/ non-relative kinship payment data extracted from billing/ program software is accurate and appropriate for use to pay monthly stipend to those caring for foster children.
• Analyze trends and create ad-hoc analytical reports on open balances and account write-off risks.
• Assist CFO with monthly analysis of revenue and receivables.
• Transfer credentialing process in-house including hiring and supervising of credentialing team member, assisting in developing efficient and well documented credentialing processes and ensuring they are carried out in an effective manner. This includes overseeing that recertifications are performed when required, licensing of new team members is handled expediently upon hire, and process is transparent and well communicated for relevant clinical staff and their managers and director.
• Communicate organizational values, strategies and objectives, assign accountabilities, plan, monitor, and appraise employee performance.

Required Knowledge & Experience

• Expert knowledge of governmental and non-governmental payer requirements for Medicaid, Commercial Insurance, and various state and local funding sources.
• Expert knowledge of credentialing process and strategies to ensure successful processes including recertifications.
• Ability to function independently with flexibility within a broad scope of guidelines and to establish policies and goals that adapt to a fluid environment.
• Demonstrated success in the selection, implementation, administration, and continuous improvement of large-scale automated financial systems without causing disruption to day- to-day activities of the accounts receivable processing teams.
• Mentor program staff to improve processes that will result in clean claims submission.
• Proven leadership and management oversight, with excellent interpersonal skills to form effective, collaborative team relationships with senior administrators, department managers/directors, vendors, and clinical staff.

Minimum Requirements

• Education Level: Bachelor’s degree in accounting, business, or finance with 5-years medical billing experience OR equivalent experience in hands-on accounts receivable project management and implementation and oversight of EHR systems (See Experience)
• Computer Software Skills: Advanced knowledge of software billing maintenance and Excel tools (i.e. pivot tables, VLOOKUP, linking to multiple files and fields, etc.) in order to manage, interpret and analyze large volume of data.
• Experience: 5 years of progressive management of patient financial services and/or related experience in hands-on Accounts Receivable project management, implementation, and oversight, and EHR systems
• Knowledge: Netsmart My-Avatar EHR Software preferred
