Child Advocate
Definition
Under supervision, the Child Advocate plans, develops, manages, delivers, tracks client services and support functions of the Esplanade House Transitional Living Program. The Child Advocate promotes individual and family growth and positive parent/child relationship.
Distinguishing Characteristics
This is a program specialist level class. Incumbents are responsible for providing client, program and support services to assigned families.
Reports To
Program Manager.
Classifications Supervised
This is a non-supervisory position.
Examples of Important and Essential Duties (The following is used as a partial description and is not restrictive as to duties required.)
· Counsel program participants to establish goals and strategies to establish positive parenting, self-sufficiency and increase bonding with their children.
· Help family members enroll children in school or child care.
· Help adult participants access educational opportunities, psychological counseling and health services for their children.
· Maintain client files that track children immunization, dental treatments, developmental screenings and referrals.
· Evaluate client progress in achieving parent-child bonding and development progress.
· Assist participants with parenting skills, problem solving and goal setting.
· Respond to and resolve conflicts and crisis.
· Advocate for children with the various outside agencies providing client services.
· Coordinate implementation of parenting workshops, on-site childcare co-op and peer support groups as required.
· Maintain standardized operating procedures, safety of all program participants, program integrity and a supporting and caring environment.
· Attend regular program related meetings and participate in team building activities.
· Provide information and recommendations to the Program Manager regarding program evaluation and modification to better meet residents’needs, community needs, funding requirements and Agency mission.
· Attend treatment team meetings to discuss assigned children’s progress.
· Participate in strategic planning to promote program success.
· Perform development screening of children ages 6 months to 5 years and refer to appropriate services and/or sources for support.
· Represents the Agency with the public, agencies, boards, schools and representatives of community organizations, as delegated.
Typical Physical Requirements
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift an move objects weighing up to 25lbs; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.
Typical Working Conditions
Work is performed in office and community shelter environments; work is performed with people who may exhibit unstable and potentially violent behavior; continuous contact with clients, general public and other staff.
Minimum Qualifications
Knowledge of:
· Program development and evaluation
· Child Development
· Children resources and referrals.
· Knowledge and implementation of non-physical discipline techniques.
· Development of information retrieval systems
· Community outreach and public information techniques
· Substance abuse and homelessness impact on children.
Ability to:
· Organize, develop, and deliver the services and program of the Esplanade House.
· Maintain a firm, patient, and courteous attitude toward clients.
· Effectively communicate both orally and in writing.
· Understand the needs of the transient population and relate positively to those needs.
· Communicate tactfully and effectively with clients.
· Maintain the security and confidentiality of specified information and records.
· Develop, prepare, and maintain records and reports.
· Establish and maintain cooperative working relationships.
· Maintain and observe all safety precautions and practices.
Training and Experience:
A typical way to obtain the required knowledge and abilities would be:
· B.A. degree in Social Work, Human Services or Child Development area; And,
· A minimum of two (2) years of case management experience in a related area; Or,
· Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying.
Special Requirements:
· Possession of a valid California Driver’s License with a good driving record; eligible for Agency automobile insurance coverage per Guidelines for Drivers of Agency Owned Vehicles.
· Possession of, or ability to obtain within 60 days of being hired, a First Aid and CPR certificate.
· Pass a post-offer / pre-employment TB clearance renewable annually.
· Pass a post job-offer / pre-employment background check.
