The Massachusetts Rehabilitation Commission (MRC) is moving towards an Integrated Eligibility (IE) approach to centralize and improve the application and eligibility determination experience and process for its consumers and allow them to benefit from the full array of services from MRC, in a streamlined, efficient manner. The unit of individuals that will be responsible for facilitating integrated eligibility is referred to as “MRC Connect.” This is the first step in standardizing processes and aligning with a unified technology future state solution (“OneMRC”) system at MRC.

Applicants who do not currently possess either a Master’s Degree in Rehabilitation Counseling, a Certificate in Rehabilitation Counseling, or a License in Rehabilitation Counseling are welcome to apply and be considered. The selected applicant will be required to obtain the specified preferred qualifications within three (3) years from date of hire.

MRC is seeking full-time, highly motivated, and qualified individuals for the MRC Connect position of Eligibility Screener. An ideal candidate will determine eligibility for programs within MRC Connect in a virtual setting. Eligibility Screeners have knowledge of MRC programmatic services, regulations, and eligibility standards as well as relevant medical knowledge related to rehabilitation counseling. The Eligibility Screener is responsible for the efficient and timely eligibility determination of applications and work closely with MRC Connect personnel to effectively review application information, hold intake meetings, and conduct service need assessments. The Eligibility Screener must have excellent customer service skills and experience to engage with diverse consumers on a regular basis. The Eligibility Screener is responsible for learning and staying up to date on MRC’s diversity, equity, inclusion and racial equity skills, results, and expectations specific to MRC Connect. Eligibility Screener will create and contribute to an inclusive, participatory, high performing team and culture. Serve as an ambassador for the agency, including building relationships with relevant diverse community members, agency representatives and stakeholders, and other external groups.

Supervision: Works under the direct supervision of the MRC Connect Supervisor and the general supervision of Director who provides guidance and direction as needed.

• Eligibility Screeners are fluent in English, but preferred to have bilingual/translation experience to support consumers and MRC personnel, such as in Spanish, Portuguese, Cantonese, etc.

• It is also preferred if Eligibility Screeners are able to interpret/translate MRC’s deaf and hard of hearing consumers by managing records of Interpreting and Speech to Text Services and providing translation services to MRC Connect based upon requests.

• As selected and specifically assigned, Eligibility Screeners may also act as an alternate supervisor as needed.

• This is a virtual and remote position; teleworking may be required 90% of time and travel may be required 40% of the time for meeting offsite at various locations.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

• Meet with diverse consumers (via phone, video conferencing, or in-person at MRC office, or in-person at a non-MRC office location) who have a physical, emotional, mental, or otherwise disability, on a regular basis to conduct intake interviews, service need assessments and collect appropriate information for eligibility determinations.

• Determine eligibility of potential MRC consumers within federal RSA guidelines, and other state and federal guidance related to vocational rehabilitation and community living programs (SHIP, Supported Living, HCAP, Chapter 688).

• Develop and maintain relationships with public and private organizations. Collaborate across programs as needed for the timely delivery of eligibility decisions.

• Operate, and use databases and technology tools specific to MRC Connect, which may include, but not limited to; MRCIS, Virtual Gateway, Ch 688 (transition database), other Community Living Program databases, office tools and tracking mechanisms. All information that is required to be documented is conducted with accuracy, completeness and in a timely manner.

• Sign off authority for consumers’ case once there is a record of satisfactory compliance and the approval of the supervisor.

Preferred Qualifications:

• Bilingual ability to fluently speak in additional language(s), which includes but is not limited to; Spanish, Portuguese, Mandarin/Cantonese or other.

• Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement across differences.

• Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams).

• Counseling Knowledge: Knowledge of the principles & practices of assisting people in coping with physical and/or mental disabilities to meet their vocational, social, and independent living needs, including evaluation, monitoring, testing & training.

• Verbal Comprehension & Written Comprehension: Ability to understand information and ideas presented verbally and in writing.

• Customer Service: Ability to assess and effectively manage relationships in an uplifting manner; Ability to work well with diverse populations in diverse settings in a manner that builds trust and supports increased collaboration.

• A Bachelors’ degree.

A preferred applicant must possess at least one of the following qualifications:

• Master’s Degree in Rehabilitation Counseling

• Certificate in Rehabilitation Counseling (“CRC”)

• Licensed Rehabilitation Counselor (“LRC”)

• A Master’s Degree in a related field with course content that emphasizes rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development, and one-year equivalent work experience in the field no later than three (3) years from the date of hire.

Special Note: MRC Connect will be a virtual team. This position will have a home office with possible travel to district offices as applicable. The regional assignment will be determined after selection.

Minimum entrance Requirements:

Applicants must have (A) at least four (4) years of full-time, or equivalent part-time, case management or clinical/therapeutic experience (B) any equivalent combination of the required experience and the substitutions below.

Based on assignment, travel may be required. Incumbents who elect to use a motor vehicle for travel must have a current and valid motor vehicle driver’s license at a class level specific to assignment.

I. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required (A) experience.

Based on assignment as Qualified Intellectual Disabled Professionals, within the Department of Developmental Services, a Bachelor’s degree or higher in social work, psychology, sociology, counseling, counseling education, education of the physically or emotionally handicapped, education of the multiple handicapped, education of the learning disabled, human services, rehabilitation, rehabilitation counseling, nursing, recreation therapy, art therapy, dance therapy, music therapy, physical education or other a related field is required.

Based on assignment as a Mental Health Case Manager or Forensic Transition Team Coordinator, within the Department of Mental Health, a Bachelor’s degree or higher in social work, psychology, sociology, counseling, counseling education, education of the physically or emotionally handicapped, education of the multiple handicapped, education of the learning disabled, human services, rehabilitation counseling, education or other a related field is required.
