Mon.-Fri. 7AM to 3:30 PM in winter months, on-call & nights/weekends required.
Mon.-Thur. 6AM to 4:30PM in summer months, on-call & nights/weekends required.

Definition:
Performs duties and helps with planning in direct collaboration with supervisors for specific
Operations programs (utilities, streets, parks, sanitation) and particularly those that have
regulatory compliance requirements or that require conformance with significant internal
benchmarks.
Principal Duties:
Operations Support Specialists are expected to work in a self-directed manner, assist with
identifying Division work priorities, and provide training and leadership to other staff on tasks
and projects. Tasks and project leadership require active and independent learning skills, and
the ability to conduct written and electronic (e.g., internet) technology reviews, review
construction records and documents, and effectively troubleshoot problems. Employee must
also demonstrate effective collaboration skills with other employees to address shared work
assignments and to facilitate sharing and acting upon critical information. Although this is not a
core supervisory position, Operations Support Specialist is a lead worker role that may
occasionally assist with some supervisory tasks on routine work such as contractor management,
employee assignments, and employee scheduling.

prevention program, meters, bridge and street maintenance, utility maintenance, water

project work assignments to other workgroup employees

Technical
* Administer, oversee program(s) as assigned. Examples include: backflow prevention,
road sign assessments, condition assessment and asset management, work management
system development, bridge inspections, water quality projects, waterway assessments
and maintenance, solid waste collections and routing, safety, employee training in
program areas, and so forth
* Perform and manage program tasks related to regulatory compliance requirements such
as spill prevention, sanitary survey overflow reporting, distribution system flushing, sign
reflectivity assessments, etc.
* Maintain and use databases for recording and retrieving information on service
connections, work/maintenance history or equipment performance.
* Update and help develop work management systems
* Organize, plan and lead medium to large maintenance projects.
* Compose correspondence and help communicate to customers
* Oversee contract work for small capital or maintenance projects
* Oversee and inspect contractors work.
* Develop written procedures, checklists and instructions for training purposes and use by
other employees to complete work
* Provide other work groups, divisions and department’s information related to programs
or assigned projects. Act as a liaison, technical resource and field investigator to help
field engineers or the engineering division with capital work.
* Respond to service calls, including emergency on-on call shifts as necessary, within the
established timeframe
* Respond to requests and inquiries from customers
* Operate snow plows and liquid de-icer trucks while performing snow and ice removal.
* Assist supervisors in identifying and addressing work priorities and support work unit
planning functions
* Perform research and troubleshoot technical and operation problems
* Assist with regular operations work as needed within the limits of the physical abilities
defined for this job.
* Assist with routine operations as needed.
Working Environment:
Standard office equipment including, but not limited to, personal computer and associated
hardware and software, telephone, mobile phone, auto dialer, copier, calculator, and fax.
Experience with a variety of tools is required including, but not limited to: saws, hammers, drills,
shovels, wrenches, grinders, pipe/pavement cutters, welding equipment, pneumatic and
hydraulic tools, metal lathe, respirators and air monitoring equipment and pressure washers.
Power equipment experience is required including, but not limited to: fork-lifts, tractors, dump
trucks, power boats, power mowers, belt press, and pumps. Variety of heavy equipment such as
backhoes, front-end loaders, air compressors, cranes, jet trucks, and dump trucks, as assigned.
Required to work outside in all types of weather conditions.
Qualifications:
Four years of experience in a labor trades job with additional experience in water/sewer/storm
utility regulations, water quality, streets maintenance, GIS, or similar. An Associate’s degree in
distribution, collection, water or wastewater operations, environmental sciences, or related
technical studies is preferred. The candidate for this position must be able to meet the physical
requirements necessary to do the job.
Special
Qualifications: Qualifications can be met by fulfilling one of the following three
alternatives depending on core assignment (streets, utilities or sanitation)
Possession of a Colorado Class B Water or Wastewater Operator’s Certificate (depending on
assignment) or the ability to obtain within two testing cycles from the date of hire.
Or
Possession of Association of Boards of Certification (ABC) – Level II Plant Maintenance
Technologist Certification.
Or
Possession of Colorado Class IV Distribution or Collection Certification or meter technician
certification/certificate of completion for fluid measurement, weights and measures course work
and Backflow Prevention tester and surveyor certification or ability to obtain within two testing
cycles.
Or
Possession of Traffic Control Supervisor Certification, Road Scholar II Certification. (completion of
specific course work with the National Highway Institute’s Pavement Preservation Series and the
Concrete Pavement Preservation Series can be substituted for some Road Scholar courses) and
NHI Safety Inspection of in-service Bridges Certificate, or ability to obtain/complete all within one
year.

Possession of one or more of the following Solid Waste of North America (SWANA) Certifications.

All employees classified in this job description must possess a valid Colorado Driver’s License.
Some employees may be required to have a Class “B” Colorado CDL within six months of
employment if they are assigned to an area requiring handling of equipment requiring such
certification.
Employees working primarily with street, distribution and/or collection operations must have a
Class “B” Colorado CDL with “N” Tanker endorsement within six months of employment.
