Job Title: Utility Billing Clerk

Salary: $42,128-$62,560
Position Summary
Under the general direction of the Finance Director, the Utility Billing Clerk is the point of contact for all utility services and billing inquiries. The incumbent will also provide administrative assistance to the finance group and the city reception.
Duties and Responsibilities
*Provides customer service, greets, and directs visitors at the front desk. Receives, screens, and routes incoming phone calls. Responds to inquiries of the public and city staff regarding utility services, billing processes, and general city information.
*Assists customers with the completion of utility billing forms and documents including third party agreements, payment contracts, automatic payment applications, and email billing.
*Generates monthly utility billing, monitors, and updates customer files, and submits to third party vendor for processing.
*Performs cashier functions for utility billing. Inputs and posts to accounts, all payments and fines associated with utility services.
*Assists with reconciliation and balancing of the cash receipting system to the city’s financial accounting system.
*Assists Public Works with gathering and posting monthly meter reads, reviews readings for discrepancies, monitors consumption, and reports irregular activity to Public Works for further investigation. Runs exception report for leaks and other unusual meter activity. Initiates water connection/disconnection process including processing work orders, direct call, and installation documents.
*Generates and sends leak letters and assists with yearly excess consumption warning, and charge letters.
*Assigns customer locations/accounts for new housing developments and tracks information. Processes paperwork associated with new utility connections and reports new certifications to water treatment vendor monthly. Calculates account balances and final bills for title companies and residents on residential and commercial property transfers. Prepare service shut off and delinquency notices for residential and commercial properties.
Maintains all utility billing files and water related files throughout the month.
Updates procedure manual as needed.
Completes other duties as assigned.

Education and Experience
· High school diploma or equivalent (GED); and three (3) years related experience and/or training
· Prior billing and office administration support experience is preferred
Physical Demands and Work Environment
· Frequently lift and/or move up to 10 pounds and occasionally up to 25 pounds
· Prolonged periods sitting at a desk and working on a computer
· Work is primarily performed indoors in an office setting with frequent interruptions from telephone, email, or walk-in customers
