The City of Chicago Law Department is seeking an attorney for the position of Chief Assistant Corporation Counsel (“Chief ACC”) in the R&C Division to represent the City in litigation and regulatory matters. The regulatory litigators in the R&C Division handle highly specialized areas, including environmental, public utilities, and telecommunications, and represent the City and City officials in a broad range of cases and matters in federal and state courts, as well as administrative proceedings, including the Department of Administrative Hearings (“DOAH”), the Illinois Commerce Commission, etc. Among other things, they advise multiple City departments regarding environmental and other regulatory compliance issues; they represent the City’s Department of Public Health in hearings at DOAH prosecuting environmental ordinance violations, as well as handling any resulting appeals to Circuit Court; they handle construction and commercial pre-litigation and litigation matters for O’Hare and Midway International Airports, along with managing any legal issues that arise between the airports and any federal agencies, such as the Federal Aviation Administration or Transportation Security Administration; they advise the Department of Procurement Services and other City departments on contracting issues, and handle contract disputes and bid protests before the Chief Procurement Officer.
The Chief ACC will work under the general supervision of the Deputy Corporation Counsel in the R&C Division and will have significant responsibility for regulatory and litigation matters, including client counseling, training, and handling a high-volume workload. The Chief ACC will also be responsible for both supervising and handling all phases of litigation, including preparing pleadings and motions of varying complexity, and conducting and supervising discovery and evidentiary hearings. The Chief ACC will be called upon to supervise attorney experts in fields over which the Chief ACC may or may not have not have expertise or prior experience. The Chief ACC may be required to attend client meetings or hearings at the City’s airports or other locations. Because the R&C Division handles such a wide variety of matters, along with many unique and novel issues, a Chief ACC who is creative, flexible, and willing and able to handle and supervise a wide variety of substantive and procedural areas is needed.

Graduation from an American Bar Association accredited law school with a Juris Doctor degree, and admission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705.
