The Role:
The Research Compliance and Development Administrator serves as the primary contact person for federal oversight of university research at Central Washington University including, but not limited to, the Office of Human Research Protections (OHRP) and the Office of Laboratory Animal Welfare. This position has administrative responsibility for human subject protection, animal care and use, and other research compliance activities as necessary. The Research Compliance and Development Administrator manages the privileged and confidential institutional review and approval process of all proposed human and animal research activities at Central Washington University to protect the safety, rights and welfare of human and animal research participants and to support the institution’s compliance with state and federal regulations and applicable policies and procedures. The Research Compliance and Development Administrator also assists researchers regarding grant, grant writing, application materials preparation, develops training materials for and delivers educational programs to student, faculty, and staff investigators on the responsible conduct of research (RCR), compliance, and grant writing. Administrative Functions
– Serve as an ex-officio member of the CWU Institutional Review Board (Human Subjects Review Committee, or HSRC).
– Provide administrative support to IACUC and other research compliance activities as necessary. Perform highly complex duties to facilitate the review and approval process for research protocols. This involves using independent judgment in interpreting and applying relevant Federal and State laws, ethical regulations, Federal guidelines, and CWU policy. This includes communicating with principal investigators and/or faculty sponsors, HSRC and IACUC members and chairs, and institutional officials, and sponsored programs when appropriate.
– Maintain an electronic IRB management system containing HSRC and IACUC investigator records.
– When required by regulations, locate and train consultants to inform HSRC and IACUC members of special considerations for vulnerable populations of research subjects.
– Attend professional workshops or conferences to remain current in the field. Prepare reports and educational materials of scientific, ethical, and existing and proposed regulatory topics.
– Periodically review, modify, or create HSRC, IACUC, and other research compliance forms and incorporate administrative and procedural modifications of applications.
– Monitor regulatory changes or interpretations related to research compliance and provide appropriate guidance to related research compliance committee members (e.g. HSRC and IACUC) and CWU researchers.
– Recommend changes to CWU policy when needed to reflect changes in federal regulations related to research compliance or the operations of research compliance oversight committees.
– Continually monitor active research for modification and continuance requests, unanticipated problems, and for regulatory compliance.
– Schedule and coordinate research compliance oversight committee meetings which include developing agendas, distributing protocols and other documents of discussion to committee members, inviting investigators and guests, as appropriate, and keeping detailed minutes and records of the meeting.
– Serve as the signatory authority for certifications documenting HSRC approval for federal and non-federal funded research.
– Assist in identifying potential qualified research oversight committee members and support nominations while fulfilling the federal regulatory requirements and CWU policy.
– Prepare draft of annual reports for research oversight committee chairs for submission to the Provost’s office.
– Assist in program development, implementation, and evaluation.
– Perform related duties as required.
– Write, edit, proofread, and format research components of grant applications.
– Coordinate across disciplines and/or institutions for complex grants.
Communication and Education
– Maintain Research Compliance website with resource for researchers regarding regulation and processes for HSRC and IACUC, etc. , which includes forms, guidance documents, frequently asked questions, and procedures manuals. Track investigators’ completion of CITI program training to full the Responsible Conduct of Research requirement.
– Develop and conduct periodic research compliance oversight committee member training, including a comprehensive training for all new committee members.
– Instruct the CWU community at large and researchers on the regulations and ethical principles for conducting research on campus, including human subject and animal research essential to the HSRC and IACUC review processes. Be capable of speaking effectively in front of large groups.
– Consult with faculty, staff, and student researchers on state and federal regulations and on preparation of their individual applications and related materials (e.g., recruitment materials, consent forms).
– Draft correspondence to investigators that conveys research compliance oversight committees’ deliberations and contingencies for the approval of research activities.
– In case of noncompliance, follow appropriate procedures that include conducting fact-finding meetings between investigator, faculty sponsor, when appropriate, the research compliance oversight committee chair, and the research compliance officer. Draft correspondence to communicate decision to investigator, faculty sponsor, department chair, and institutional officials. Draft any necessary correspondence to OHRP.
– Independently review correspondence to the research oversight committees and determine appropriate response(s) to such correspondence.
– Provide consultation to investigators from cooperating institutions whose research may require research compliance review and approval.
– Ensure constructive communication between the research oversight committees and investigators, faculty sponsors, department heads, research subjects, and institutional officials, as a means of maintaining a high level of awareness regarding the ethical conduct of research and, when applicable, safeguarding the rights and welfare of subjects.
– Develop collegiality and demonstrate additional support for research by attending campus-wide poster sessions, college symposia, and the Symposium on University Research and Creative Expression (SOURCE) and ensure that projects are reviewed, when appropriate.
– Coach and mentor investigators on grantsmanship
Record Keeping and Reporting
– Maintain files of all research compliance records and follow procedures for systematically archiving inactive records and follow policies for destruction.
– Promptly report to federal oversight organizations (e.g. OHRP) appropriate institutional officials, and any sponsoring Federal department or granting agency any unanticipated problems involving risks to subjects or others; any serious or continuing noncompliance with the federal or state regulations or requirements of CWU policy; or any suspension or termination of approval for research. Prepare any annual reports as required.
– Arrange for ready access to the institution’s Assurance, copies of pertinent federal or state regulations, policies and guidelines related to research compliance, as well as institutional policies and procedures.
– Perform duties related to functioning of the office (e.g. budget, travel, supplies).
– Performs other duties assigned.

Salary: This position has a minimum annual salary of $52,588 and maximum annual salary of $76,253. The Hiring Department’s expected hiring range is $52,588 – $64,420. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the hiring range is based on the candidate’s current experience, education, skills, and abilities related to the position.
Schedule/Appointment: Monday – Friday, 8:00am-5:00pm (1 hour lunch)
Working Conditions: Work is performed in an indoor office setting with some in-person interactions. It is essential to be able to remain at a desk/computer work station for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records.
This is a regular in-office workday position. Some evening or weekend work and/or occasional travel may be required. The human subjects review program has one staff person. Flexibility in the work schedule allows for communication with investigators on holidays, vacations, and sick leave when necessary.
