Position Overview:

The Senior Human Resources Manager is responsible for the overall management of all Human Resources functions and duties, including policy oversight, hiring, compliance, employee relations, benefits, discipline, grievances, salary administration, and training.

What You’ll Do:

• Plan, develop and implement strategic delivery of HR Recruitment/Retention functions that aligns with the organization’s mission, vision and values
• Oversee the process for hiring of new staff including recruitment, hiring, reference checks, hiring letters, orientation and onboarding process to build a united culture, including: (source and reach out to qualified candidates for current open roles, be a go-between for candidates and hiring managers, lead/oversee the hiring process end-to-end, build and report on quarterly and annual hiring plans, create and publish job ads in various portals, network with potential hires through professional groups on social media and during events, conduct initial phone screens to create shortlists of qualified candidates, interview candidates in-person or remotely for a wide range of roles, track hiring metrics including time-to-hire, time-to-fill and source of hire and follow up with candidates throughout the hiring process)
• Create/maintain a database of potential candidates for future job openings
• Ensure that the hiring process is conducted legally, fairly and effectively at all levels of the organization and providing training to staff in the proper conduct of hiring interviews and evaluation of applicants
• Update and maintain hiring and onboarding policies, practices and procedures to support the effective delivery of services.
• Conduct employee exit interviews, complete appropriate forms and provide feedback to managers as appropriate
• Conduct annual review of BVHP recruitment and retention policies, procedures and compensation system to ensure current validity and applicability
• Collaborate with other HR team members around staff events and lead discussions of recruitment and retention needs with leaders
• Oversee development and implementation of recruitment policies, practices and procedures
• Be responsible for training department heads and supervisors in proper HR recruitment and hiring practices and oversee the conduct of those practices
• Occasionally consult with outside legal counsel when necessary in consultation with HR Director
• Occasionally support the HR Director/Team around discipline and termination situations to ensure they are conducted in accordance with BVHP policies and all legal and best practices requirements
• Design, distribute and measure the results of candidate experience surveys
• Host and participate in job fairs
• Other duties as assigned

Minimum Qualifications (you should have a solid mix of the following):

4 or more years of experience in HR and/or Recruitment and Talent Management (in a nonprofit and/or working with high-risk populations a is plus!)

• Excellent organizational and problem-solving skills, comfortable handling ambiguous situations
• Strong interpersonal skills and ability to objectively meet difficult and/or emotional situations in a professional and tactful manner
• Good judgment with the ability to make timely and sound decisions with strong organizational, problem-solving, and analytical skills including ability to formulate opinions and recommend actions in complicated situations
• Experience in recruiting and staffing
• Ability to communicate professionally and effectively in person, on the phone, electronically, or through other means to individuals and groups
• Understand and respond to a diverse population
• Strategic thinking, influencing, problem solving and decision making skills
• Ability to maintain confidential and sensitive information

Preferred Qualifications

• BA/ BS degree in human resources management, business or public administration, organizational development, or a related field
• Broad HR experience in a variety of HR disciplines, including employee relations, compensation, HR processes, laws, talent management, organizational development and staffing. Knowledge of the principles and practices of human resources management and of federal, state, and local laws, statutes, and regulations

Physical Requirements

• Able to lift fifty (25) pounds
• Valid California Driver’s License (if job functions require)
• Ability to go up and downstairs with no limitations
• Ability to sit and/or stand for significant periods of time
• Able to meet required state, federal, local and BVHP standards (including, but not limited to) a comprehensive background screening and depending on the position, Live Scan fingerprinting clearance
• First two Covid-19 vaccinations of (Moderna or Pfizer) or one dose of Johnson & Johnson

Pay: $85,000.00 – $95,000.00 per year
