The Accounting Specialist 3, Accounts Payable performs various accounts payable and expenditure responsibilities for the Financial Services Unit, as assigned. This role is responsible for performing accounting duties, ensuring the proper classification, payment, receipt, recording, and reporting of financial transactions in accordance with established governmental and generally accepted accounting principles, the State of Arizona Accounting Manual, General Accounting Office Technical Bulletins, and agency policies.
The Accounting Specialist will function in the capacity of a Travel Coordinator and is responsible for finding and arranging appropriate modes of travel, such as flights and rental cars, as well as making reservations at hotels, motels or other forms of lodging. The incumbent will communicate lodging information to travelers, confirm reservations and distribute tickets along with confirmations to traveler. This position will facilitate communication between ADOR and the chosen travel entity (Hotels/Motels, Airlines, Auto Rentals, Travel Agencies, Internet Travel Sites, etc.) to make sure that the travel entity understands what requirements must be met and review all of the agency’s bookings for accuracy, cost-effectiveness and policy adherence. The Accounting Specialist may also need to research on optimal travel alternatives. In collaboration with Accounts Payable and Payroll, the Accounting Specialist will review travel associated invoices, as well as, statements for accuracy including processing Tuition and employee expense reimbursements. This position will prepare and process fiscal transactions, review and reconcile billing records/accounts. The position will assist in the bi-weekly payroll processing and serve as a full backup to the Payroll Coordinator. This position will provide support to Financial Services by facilitating and performing administrative or related services, including budgetary and accounting. This position will assist as an invoice/payment processer to the Accounts Payable department. This position will assist in the development of a structured approached to identifying and eliminating non value added process steps division wide and make recommendation s to integrate lean methods into the overall continuous improvement strategy of the division.

Education & Experience
Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a High School Diploma (HSD) or General Education Degree (GED), coursework, training, and work experience relevant to the assignment
Minimum one (1) year related experience/training via a professional position or accounting related college course credits earned

-Knowledge of applicable State, Federal, and Departmental rules and regulations related to accounting principles and procedures
-Understanding of the fundamentals principles of accounting and general fiscal and financial record keeping practices in the performance of assigned tasks

-Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety

-Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner
-Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem; organizing, classifying and synthesizing the data into fundamental issues; from the information, identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and, identifying the options and solutions for addressing the problems analyzed

Additional Job Demands
In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
No substantial exposure to adverse environmental conditions (such as in typical office or administrative work.)
Associates Degree in Business, Finance, Accounting or a related degree may substitute for 1 year of the related experience/training requirement
Working towards a Bachelor’s Degree in Business, Finance, Accounting, or a related field
