The Anoka County Human Services mission is Working with people to improve lives. The department has an immediate opening for a Department Director in Social Services who will lead the Community Social Services and Behavioral Health department. Some of the critical responsibilities of this position include providing leadership and direction to the overall operation of the department in accordance with current federal, state, and local standards and regulations. The Department Director is responsible for identifying and providing for the needs of people in the community who are mandated to receive and require assistance.

Salary: $130,603 to $160,014 (($62.79 to $76.93 per hour).
2023 Anoka County Salary Schedule Grade 42. $130,603 to $189,404 ($62.79 to $91.06 per hour).

Work Location
This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Department Director, Social Services.
Plan, develop, organize, implement, evaluate, and direct the social service programs provided in Anoka County.
Manage operations for social services programs. Ensure priorities, goals and outcomes are for each service area and maintain compliance with statutory mandates and grant obligations.
Develop, administer, and coordinate department policies and procedures.
Oversee the analysis of community needs and ensure program planning, budget and employee management, and policy development supports the implementation of comprehensive services for eligible participants.
Review effectiveness of all social services programs including behavioral health services, family child care licensing, housing and homeless programs, disability and senior services, and adult and children services. Design and implement needed improvements.
Facilitate and participate in various committees to ensure community involvement and service coordination. Establish and maintain relationships with community groups.
Develop strategic plan and annual budget. Monitor expenditures and revenue. Establish financial procedures and criteria for expenditures.
Research and present at the state and local level, advocating for the future programmatic needs of Anoka County.
Provide ongoing training of managers, supervisors and employees to ensure that clients receive effective and appropriate services.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
Bachelor’s degree in human services, nursing, social work, or closely related field
Eight years (2,080 annual hours) of job-related experience including at least four years (2,080 annual hours) of leadership experience
In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
Successfully pass driver’s license background check
Preferred Knowledge, Skills, and Abilities Needed
Master’s degree in human services, nursing, social work, or closely related field
Ten years (2,080 annual hours) of job-related experience
Experience leading teams and creating a positive work environment
Experience working with federal and state funded social services programs.
