JOB DESCRIPTION:
The Human Resources Officer leads the front line of customer service for Birmingham City Schools. The Human Resources Officer will manage the HR Team to provide outstanding customer service to all BCS employees by managing and creating systems that allow complex issues to be resolved in a timely manner and communicating critical information to employees at all times.
DUTIES AND RESPONSIBILITIES:

· Manages the HR Team members in all aspects of HR processes and day-to-day operations.
· Manages the Human Resource (HR) Team in providing excellent customer service to every · employee and/or applicant of Birmingham City Schools (BCS).
· Develops understanding of all HR processes in order to build the team’s ability to answer questions by employees and others.
· Develops and implement goal areas as defined by the District Strategic Plan.
· Oversees recruitment and selection processes, employee diversity, records management, employee leave programs, and performance evaluation policies and procedures.
· Manages customer service technology, including the new development to the systems when necessary.
· Manages general HR onboarding and off boarding support to Central Office hiring managers and school administrators.
· Builds relationships and works with staff members from all BCS divisions to facilitate great customer service.
· Provides training and direction to managers in interpreting and applying personnel policies, · procedures, and laws. Creates and documents standard operating procedures.
· Develops and prepares the annual budget for human resources.
· Assures compliance with applicable District policies, procedure, and governmental regulations.
QUALIFICATIONS:
· A Master’s degree or higher in human resources, education, public or business administration, labor relations, or other related field.
· Five to seven years of managerial experience with significant experience in areas directly related to the functions of human resources.
· Prior work in the public education sector a plus but not required. Experience gained in the private sector may be considered for salary.
· Specific knowledge required to satisfactorily perform the functions of the job includes state and federal labor laws and other pertinent policies, regulations, and/or laws, i.e. EEOC, FMLA, COBRA, ADA, OSHA, etc.
