SUMMARY: This position is responsible for installing, monitoring, maintaining, and upgrading all network and network security devices for the County. This includes providing recommendation and best practice guidance as well as helping set the direction for the future of information services growth. This position reports to the Information Services Deputy Director
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to:
· Performing network troubleshooting to isolate, diagnose, and resolve issues
· Upgrading network hardware and software components as required to maintain appropriate patch and security levels
· Providing users with technical support and recommendations regarding technology
· Maintaining network hardware and network management software in order to minimize system failures, improve service levels, security, and accountability
· Routinely documenting the system configuration
· Providing proactive support for all network related hardware and software
· Maintain the services and equipment necessary to provide both wired and wireless access to county employees and visitors to our facilities
· Coordinating with other IS staff to ensure network stability while providing high availability of network resources
· Cross train and provide backup support for Systems and Security administrators. Systems and Security administrators will also cross train and provide support for Senior Network System Administrator.
· Maintaining detailed and up-to-date records of all software licenses, hardware, diagrams and procedures relative to network infrastructure and security appliances
· Maintain and enhance both internal and external security to secure and protect the vital computing systems and data assets of Douglas County.
· Performing other duties as assigned
QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:
· Bachelor’s degree or higher from an accredited college or university with major field of study in a related discipline
o Preferred – degree in Engineering or Computer Sciences
· Ten years of progressively responsible professional work experience in Computer Networking or Network Security preferably a combination of both.
· An equivalent combination of education and experience will be considered
ELIGIBILITY REQUIREMENTS:
· Minimum 21 years of age
· Must meet all eligibility requirements established by the Board of Commissioners
CERTIFICATES, LICENSES, REGISTRATIONS:
· Possess and maintain a valid Georgia Driver’s License (Class C) and a satisfactory motor vehicle record (MVR)
· CCNA, Network +, CCNP
KNOWLEDGE, SKILLS, AND ABILITIES:
· Knowledge of or the ability to learn the department’s policies and procedures.
· Knowledge of county policies and procedures that relate to assigned job duties.
· Ability to read and interpret a variety of documents ranging from correspondence and memos to policies and procedures and technical documents.
· Ability to communicate and interact effectively with county employees, county officials and the general public.
· Ability to organize, plan and direct the work of others.
· Ability to compile and analyze statistics for inclusion in reports.
· Ability to analyze complex information.
· Ability to express ideas clearly and concisely, both orally and in writing.
· Ability to convey technical information to persons who are unfamiliar with advanced computer technology
· Cross-train with and backup Sr. Systems and Sr. Security administrators.
· Ability to react quickly and calmly under pressure and highly stressful conditions, making appropriate and sound decisions based on a totality of the circumstances
· Ability to remain composed, professional, and pleasant in a stressful environment
· Ability to research, analyze data, and compile information to create clear and concise reports, records, correspondence, operating procedures, business correspondence, policies, and other written material; ability to create clear, accurate, effective, and persuasive presentations
· Ability to stay current on new and emerging network systems and innovations
· Ability to work in a team setting
· Advanced routing and switching experience.
· Fiber and dark fiber network experience.
· Ability to work independently in the absence of specific instructions or direct supervision
· Experience with large wireless network configurations
· Experience with multi-site fiber networks and advanced routing skills

WORK SCHEDULE
· Primary work schedule is 8am to 5pm, Monday through Friday, however,
· Position may require evenings, weekends, and holidays during special projects or emergency situations
