Department Summary:
The Research Integrity and Compliance (RIC) unit within the Division of Research & Innovation is committed to serving, educating, and supporting the UNT research community by assuring the Institution and investigators are conducting research in compliance with local, state and federal regulations, and university policies and procedures. RIC administers and oversees UNT’s research compliance programs, including but not limited to: IRB, IACUC, COI, Export Controls, and RCR.
Position Overview:
The Research Security & Export Control Officer (RSECO) will be responsible for developing, implementing, administering, and evaluating the research security and international compliance program at the University of North Texas. This position will plan, coordinate, and execute institution-wide compliance initiatives in support of the research and global affiliations. This position will also serve as the export control compliance subject matter expert for the university and will be responsible for export control compliance for university research including drafting and implementing Technology Control Plans and developing and delivering export control training and outreach across the university. The RSECO will work collaboratively with other university offices and functions including but not limited to the Division of Integrity and Compliance, Office of the Provost, the International Affairs Office, Risk Management Services, and the Office of the General Counsel to facilitate international compliance.
Minimum Qualifications:
Bachelor’s Degree and four years of relevant professional experience; or any equivalent combination of education and experience.

Develop, manage, and monitor the university’s export control compliance program by creating policies, procedures, training and educational materials to ensure compliance with the export control regulations including the International Traffic In Arms Regulations (ITAR), the Export Administration Regulations (EAR) and sanctions administered by the Office of Foreign Assets Control (OFAC).
o:
Serve as co-chair for the International Compliance Coordinator Committee (ICCC), be the point-of-contact for international compliance risks regarding UNT’s Visiting Scholars Program, H1-B Visa applications, and the International Travel Program.
o:
Develop and deliver effective export control and international training and outreach to stakeholders across the university.
o:
Monitor and communicate changes to laws, regulations, and policies related to export controls and sanctions and identify and implement any changes necessary to ensure compliance.
o:
Prepare, submit, and manage export license applications and authorizations including OFAC authorizations and EAR licenses, manage the university’s registrations and accounts with vendors and the US government related to export control compliance such as DECCS, SNAP-R, and Visual Compliance, provide individualized support and guidance to faculty, staff, schools, and administrative departments as needed and upon request, and work directly with researchers, and other technical subject matter experts to determine jurisdiction and USML or CCL classification determinations.
