Department Overview
The Research Grants Program Office (RGPO) is a department within Research and Innovation in the Division of Academic Affairs at the University of California, Office of the President (UCOP). RGPO programs fund research that is critical to California, the nation and the world. RGPO awards over $110 million in new research grants annually and oversees a broad grantmaking portfolio that includes more than 500 active research grants totaling ~$400 million. Our grantmaking enables researchers to collaborate and solve the most pressing problems in the state and the world. RGPO grants enhance UC’s research capacity and excellence, which helps attract top faculty, graduate students, government funding and businesses to our state. RGPO also provides grants for training undergraduate, graduate and postdoctoral researchers, whose work will benefit California communities. Organizationally, RGPO consists of several systemwide and statewide grant-making programs and administers special state and university research funds and initiatives with integrated central shared services that provide core operational support for the grant-making enterprise.
Position Summary
The Director, UC Research Initiatives (UCRI) leads RGPO’s UC systemwide research grantmaking portfolio that includes the Multicampus Research Programs and Initiatives (MRPI), the UC National Laboratory Fees Research Program (LFRP), the Cancer Research Coordinating Committee (CRCC), and other systemwide special research initiatives. These programs enhance the UC research enterprise by fostering innovative research and collaboration systemwide and support the broader goals of the UCOP Office of Research & Innovation. Collectively, UCRI awards over $20 million annually in research grants and fellowships to advance the UC missions of research, training and public service. .
The UCRI Director reports to the Executive Director, RGPO, and collaborates closely with the Executive Director and the Vice President for Research & Innovation on planning and strategies to advance multicampus research priorities and research partnerships with the UC national labs. Key responsibilities include leadership and strategic planning for the standing research funding programs that comprise UCRI’s portfolio, facilitation of the review of Multicampus Research Units (MRUs) and other multicampus research entities, budget oversight and multi-year budget planning, and providing direction and guidance to a team of Program Officers who manage the development of Requests for Proposals, identification and recruitment of peer reviewers, convening of review panels, and programmatic oversight of the funded grants.
The Director liaises with UCOP and UC campus research leadership and consults the Universitywide Committee on Research Policy and other Academic Senate committees to support and enhance systemwide and multicampus research. The Director also serves on the RGPO leadership team, contributing to RGPO-wide collaboration and organizational success. Enthusiasm for enhancing the UC research enterprise and advancing the University’s research mission, and a commitment to diversifying the research workforce at all levels, are key components of this position.
Key Responsibilities
* 30% Strategic Planning/Program Strategy: Guides the overall strategy for the UCRI research programs in consultation with the RGPO Executive Director, Vice President for Research & Innovation (VPRI), and key UC research leaders. Conceives innovative approaches in response to emerging opportunities for UC systemwide or multicampus research. Develops strategies for fostering multicampus collaboration and engagement to strengthen the UC research enterprise and realize systemwide goals. Pursues program strategies that enhance research opportunities for trainees, early career faculty, and historically underrepresented researchers, that advance research collaboration across the campuses and UC national labs, and support UC’s position as a research leader across all fields of scholarship. Leads short- and long-range program assessments and strategic planning for each individual UCRI program. Acts as liaison and consultant to the VPRI, campus research leadership, systemwide Academic Senate, UC National Laboratories, CRCC Steering Committee, State and Federal Governmental Relations, and other key stakeholders in developing new research initiatives and funding opportunities, and evaluating multicampus research programs, units and entities.
* 25% People Management: Supervises professional and administrative staff, including the recruitment, selection, evaluation, and professional development of program staff. Directly supervises UCRI program officers and program analyst. Fosters teamwork within the unit, providing leadership to ensure a high level of collaboration and idea sharing. Oversees and evaluates workload distribution and ensures balanced staffing for multiple programs and initiatives. May provide indirect supervision of cross-program or cross-functional teams collaborating on RGPO-wide projects. Develops succession plans and provides cross-training for staff across multiple areas of expertise; evaluates performance; assesses employees’ developmental needs and provides growth opportunities that enhance employees’ capabilities to contribute to the achievement of organizational goals. Leads with and models integrity, and fosters collaborative, inclusive teamwork.
* 15% Resource Development and Management: Plans and oversees the processes of developing, forecasting, and managing multi-year budgets for each of the UCRI funding streams and approves expenditures for each of these funding sources (currently UCRI composite budget totals ~$20-25 million/year). Oversees accounting of separate budgets for research awards and program operations, and ensures budget plans and expenditures align with requirements for diverse fund sources, including state funds, university funds, and other sources of funds. Develops and oversees procedures to ensure proper management of the active research award funds and develops projections for future funding cycles. Oversees the development and management of additional sources of program funds, if any, including meeting any specified performance and reporting terms. Collaborates across RGPO and with UCOP budget and finance offices to report accurately on fund expenditures.
* 10% Leadership: As a member of the RGPO Leadership Team, the Director advises and consults with the Executive Director and the Directors of other units within RGPO to develop new collaborative research initiatives, research policies and procedures, and to develop new administrative, structural, and programmatic directions for RGPO. The incumbent also represents UCRI in organization-wide Research and Innovation and Academic Affairs meetings and discussions and responds to requests from UCOP leadership in topics relevant to their scope or expertise. Participates in problem-solving and collaboration across Research & Innovation and on R&I work groups or committees. Ensures compliance with and adheres to applicable laws, rules, regulations, policies and organization / University guidelines. Resolves complex issues with discretion and integrity.
* 10% Program Management: Directs and integrates all program areas within the UC Research Initiatives portfolio. Reviews analyses of program activities, achievements, costs, and forecast data to ensure attainment of goals and objectives. Oversees merit peer review, funding, and monitoring of all research proposals and awards made under UCRI and other assigned funding streams. Oversees the development and implementation of effective methods to evaluate the performance and outcomes of the research program and disseminates and communicates the impact of UCRI-supported research and/or multicampus research programs and entities. Pursues and assesses new evaluation approaches to highlight outcomes not captured through conventional metrics. Oversees the development of periodic reports on the accomplishments and directions of the individual programs and collective impact of UCRI programs and other initiatives that are within the Director’s areas of responsibility. Facilitates dissemination of program outcomes and communicates effectively with stakeholders across UC and statewide to highlight UCRI-supported research findings.
* 10% Collaboration: Identifies and supports opportunities for collaboration across RGPO and R&I. Encourages and supports others to explore new cross-unit collaborations. Makes time and resources available for new collaborative projects and initiatives and shares expertise in a collaborative manner to achieve organization-wide success.

* Skilled in operationalizing meaningful engagement with key stakeholders and decision-makers by communicating effectively, identifying solutions and impacts, and establishing an evidence base for decision-making.
* Demonstrated ability to work effectively in a complex organization and balance competing priorities. Ability to establish and maintain cooperative and mutually supportive working relationships with faculty, administrators, staff, other campus units, UC system units and state agencies.
* Collaborative, solution-focused research champion who leads with integrity, and embraces diversity of experiential, disciplinary, and professional experience to create an inclusive environment and produce innovative outcomes that advance UC’s systemwide research mission.
Preferred Qualifications
* Strongly preferred: Experience as a research grant funder and/or previous experience having served as Principal Investigator on extramural research grants, or in a research development or research administrator role, for large, collaborative research teams.
* Knowledge of University of California and the UC research enterprise.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
