Job Description
The Financial Analyst 3 position reports to the Director of Payroll and is
responsible for the duties listed below.
Upload the payroll direct deposit file to the secured file transfer and transmit via the ACH
electronic file transfer system to Regions Bank for the Monthly, Semi-monthly and Student payrolls. Process direct deposit reversals when
errors and overpayments occur, then void the entries in Banner.
Prepare all payroll tax deposits and submit the tax deposit via the
Electronic Federal Tax Payment System each pay period by the due date.
Prepare quarterly tax report and complete quarterly 941 report.
Reconcile the quarterly tax report, 941 and tax deposits each month, and annually ensure tax deposits, 941 and W-2 files balance and are
ready for W-2 processing. Make necessary adjustments to the payroll files.
Assist the Director of Payroll with processing the
W-2’s.
Consult with employees regarding taxes, tax shelter annuities, payroll deductions and other payroll issues.
Prepare, process
and reconcile 403(b), 457 and 401(k) tax shelter annuity reports and monitor limits in compliance with IRS regulations. Transfer files and
payments electronically to the vendors. Maintain tax shelter annuity files. Set up deductions and make changes when necessary.
Process
all wages assignments for employees from Child Support, Bankruptcy, Department of Education, General Sessions, Internal Revenue and other
vendors. Calculate the garnishment amounts for General Sessions, Circuit Court, IRS and student loans for payroll processing. Consult with
the vendors and employees to resolve any issues. Stay abreast of the federal and state regulations regarding garnishments and ensure the
established limit for that particular wage garnishment are not exceeded.
Ensure tax compliance for Non-Resident Alien (NRA) students and
employees. Maintain tax compliance file on NRA’s. Assist nonresidents in filling out the appropriate tax forms (W-4 and 8233).
Prepare
all journal voucher and cash disbursement vouchers that pertain to payroll. Work with Accounting and Grants to resolve issues dealing with
payroll accounts.
Stay abreast of policies and guidelines of the Fair Labor Standard Act, Tennessee Board of Regents, Civil Service
Administration, Deferred Compensation Program, Non-Resident Aliens and the Social Security Administration changes.
Provide back-up for
Payroll Supervisors as needed.
Work with state and internal auditors regarding payroll issues.
Maintain the Banner HR system calendar
by setting up the payroll pay dates for each payroll.
In the absence of the Director, manage the payroll staff and processing as
needed.
Perform other duties and assignments as requested by the Director of Payroll.
Assist with other special projects and
assignments as required by the Director and/or the Associate Vice President of Accounting and Payroll.
Minimum
Qualifications
Requires baccalaureate degree in Accounting, Business Administration or related field; minimum of three
years of experience involving general accounting principles and practices; knowlede of PC-based word processing and spreadsheet software;
ability to manage multiple projects and time effectively; and excellent interpersonal and communication skills.
