POSITION SUMMARY:
This summary is not intended to be a comprehensive list of all functions and duties performed for this position. Under the direction of the Chief Executive Officer, this person is responsible for the implementation and administration of the agency’s human resources programs including recruitment and selection of employees, employee training, affirmative action compliance and employee-employer relations. This person is also responsible for fringe benefit administration, insurance and health benefits and employee services of the organization. This individual also oversees the credentialing and privileging of licensed staff.
ESSENTIAL FUNCTIONS:
1. Perform day-to-day functions and program development of human resource program including personnel record keeping systems.
2. Oversees the agency’s Employee Assistance Program.
3. Administers affirmative action and non-discrimination policies and programs and ensures agency’s compliance.
4. Identifies and resolves issues involving employee grievances including mediation and any required disciplinary action.
5. Provide advice and assistance to staff on varied difficult and complex personnel management problems.
6. Reviews proposed personnel related actions for conformity with laws, rules and regulations to ensure sound personnel practices.
7. Oversees agency’s compliance with all federal, state and local labor laws and codes including interpretation and compliance with federal, state, and local laws and codes as applicable.
8. Analyze data and information to develop reports and policies for the improvement of the human resources program.
9. Prepares required reports and correspondence related to HR activities of the organization.
10. Performs credentialing of all providers to ensure corporate compliance and programmatic adherence to principles, practices and procedures utilized by the organization.
11. Monitors professional staff education program to ensure compliance with program requirements.
12. Participates in establishing, recommending and coordinating implementation of policies, rules and practices for carrying out the human resource program of the agency.
13. Administers the classification, compensation and employee performance evaluation process.
14. Manages the employee recruitment and selection process including performing background checks and credentialing verification based on established accreditation guidelines.
15. Responsible for compliance with laws related to employee injury and illness prevention program including the worker’s compensation program.
16. Participates with or provides training to all departments in training of staff to ensure compliance with agency policies and procedures, adherence to law, and accreditation standards as well as documents and maintains records of the training provided
17. Develops individual employee orientation and in-service training related to human resource policies as well as performs new employee orientation.
18. Identifies needs and develops training programs related to employee development in conjunction with each department head as it relates to each department.
19. Responsible for the development of human resource manuals including the “How To” manual and other materials as needed by the organization.
ADDITIONAL RESPONSIBILITIES:
1. May do research as required or requested by supervisor for special projects.
2. Attends trainings and staff meetings as required.
3. Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
1. Bachelors or Master’s Degree in social sciences, business and/or public administration.
2. At least four (4) years of professional experience performing human resources administration.
3. Training and experience in problem-solving techniques.
4. Training and experience in employee relations techniques and building skills.
5. Training and experience in conflict resolution.
6. Ability to use a variety of computer systems and programs.
7. Experience in making presentations and providing training to large groups.
8. Possession of a valid California driver’s license and current car insurance sufficient to be insurable.
