El Hogar Community Services, Inc. operates outpatient mental health, substance abuse, and prevention programs utilizing the Psychosocial Rehabilitation Model serving adults in the Sacramento area who are experiencing mental illness.
Summary: The Human Resources Assistant is responsible for the administrative support of the day to day human resources operations. Responsibilities within the human resources department including the complete recruitment process, maintaining employee files; processing changes related to payroll deductions, benefits, and other employee related information; compiling and develop report on the personnel statistics; develop human resources documents for agency wide use, provide employees appropriate forms and records, Assist in compiling special reports for insurance, risk management and employee relation etc., assist in the maintenance of the agency’s health and safety program and benefits administration.
Essential Duties and Responsibilities: include the following. Other duties may be assigned.
· Prepare various correspondences and/or reports;
· Enter and update a variety of personnel information in the Payroll/HR software following established HRIS guidelines;
· Responsible for tracking performance evaluation, trainings, safety reports, recruitment and other human resources related tasks;
· Responsible for the full recruitment cycle. This includes but not limited to: advertisement, screening of applications, development of pre-screening and interview questions, reference checks, verification of employment; and applicant on-boarding
· Responsible for the input of employee information and changes in to Payroll/HR software
· Assist with the processing of documentation for county credentials;
· Assist in the agencies Health and Safety program, including performing monthly safety drills and health and safety checklist and providing employees of necessary documentation in the event of work place injury or illness;
· Assist employees and managers with basic interpretation of HR policy and procedures.
· Provide back up support to the fiscal department related to the payroll processing;
· Keep HR Director appraised of potential employee relations problems and issues;
· Assist in and/or compile information for various HR programs and activities;
· Assist in the over-site of volunteer programs and internship programs;
· Maintain a strict level of confidentiality;
· Assist in the administration of employee and agency wide training;
· Maintain personnel files for both current and terminated employees, student interns, temporary staff, volunteers and independent contractors.
· Maintain, track and order supplies for the Human Resources Department;
· Assist the Human Resources Director with compliance of Federal and State regulation and CARF requirements;
· Assist in the collection, analyze and development of organizational information reports on data;
· Adhere to the policies and procedures of El Hogar Community Services;
· Dresses in attire appropriate to the position;
· Maintain professionalism, both in attitude and communication, to serve as an example to our employees;
· Perform other duties as assigned

Minimum Qualification:
Education:
· AA/AS in human resources or business with an emphasis in human resources.
OR
· Certification in human resources from vocational or technical school with one year of experience working in human resources department performing duties and/or tasks related to general human resources functions.
OR
· A minimum of 2 years’ administrative or clerical experience with a focus on human resource related tasks and responsibilities.
· Prior experience supporting administrative functions, providing exceptional customer service, and familiarity with office equipment such as copy machines, fax, telephone support, and general clerical tasks required.
Computer Skills:
To perform this job successfully, an individual should have knowledge Microsoft Suite (Word, Excel, and Outlook); HRIS systems (Paycom Preferred).
Certificates, Licenses, Registrations:
· Current, valid California Driver’s License and driving record acceptable to El Hogar and the agency’s auto insurance carrier. Current proof of personal auto insurance.
Other Skills and Abilities:
Experience with full recruitment cycle, payroll processing, on-boarding, basic understanding of wage and hour, leaves of absence, benefits and health and safety.
