The Human Resources Business Partner leads the Human Resources Team in delivering services, policies and programs generally within a business unit or a site. Designs, implements and monitors a variety of human resource programs. Anticipates and plans for long-term human resource needs and trends in partnership with business management. Ensures programs are aligned with legal requirements and Zinnia Health’s strategic goals.
In addition, this position is responsible for recruiting, selection, training, development and supervision of staff, providing guidance and support.
ESSENTIAL JOB RESPONSIBLITIES/FUNCTIONS:
· Guides and manages the Human Resources Team in delivering services, policies, and programs generally with in a business unit or site.
· Partners with employees and management to communicate various Human Resources policies, procedures, standards and government laws/regulations.
· Leads the development of department goals, objectives, and systems, while providing leadership for Human Resources strategic planning.
· Oversees the implementation of Human Resources programs, identifying opportunities for improvement and making recommendations.
· Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
· Determines and recommends employee relations practices and ensures investigations are conducted on employee complaints or concerns.
· Ensures activities align and integrate with Zinnia Health’s requirements for quality management, health and safety, and legal compliance.
· Leads and directs work for team of employees as defined by business needs.
· Manage staff selection, interviewing, selecting of qualified candidates, training and staff development to ensure team competencies and capabilities to reach the business goals and expectations.
· Responsible for hiring and terminating subordinate employees (or effectively recommending such decisions). Handling employee complaints and grievances; staff mentoring, coaching, counseling, disciplining employees; assigning work among employees; and providing for the safety and security of the employees.
· Directing employees’ work and establish and adjust hours of work as needed.
· Establishes priorities and workflow within the department; identifies root cause, conducts analysis and resolves issues with appropriate resources departments and/or action plans.
· Provides staff with standards of performance, job responsibilities and job expectations.
· Conducts staff meetings to ensure policies and procedures are adhered to and enforced, and when necessary, modified to address changing strategic objectives.
· Maintain production records for use in supervision; appraising employees’ productivity standards and efficiency for recommending promotions or other changes in status.
· Ensures appropriate management of department staff, including timely completion of performance appraisals and corrective counseling, when appropriate.

– Cooperates fully in all risk management activities and investigations.
– Reports promptly any suspected or potential violations to laws, regulations, procedures, policies and practices, and cooperates in related investigation.
– Conducts all transactions in compliance with all company policies, procedures, standards and practices.
– Demonstrate knowledge of all applicable compliance and legal requirements of the job based on the scope of practice of the position.
Safety Requirements:
· Is knowledgeable of, observes and complies with Codes of Safe Practice, safety policies and emergency procedures.
· Ensures a work safe environment to prevent occurrences of injuries and/or incidents, providing for the safety and security of staff.
GENERAL QUALIFICATIONS AND CONDITION OF EMPLOYMENT
Minimum Position Qualifications:
Education: Bachelor’s degree in Human Resources or related field required.
Experience:
· Requires seven (7) years’ relevant experience in Human Resources.
· Experience in managing human resource programs, processes, administrative procedures required.
Licensure/Certification: PIRHA Certification
Computer Skills: Advanced knowledge and proficiency in all MS Word, Access, Excel, Outlook applications and database management tools required.
Other: Valid Driver’s License (and automotive insurance for employee owned vehicles) for traveling to all Zinnia Health locations and/or clients

· Knowledge and experience in managing human resource programs, processes, administrative procedures and compliance with government laws/regulations as appropriate for the business location

· Ability to travel to all Zinnia Health locations and/or client locations as needed.
Preferred Position Qualifications:
Education: Master’s degree in Human Resources or related field preferred
Experience: Ten (7) plus years’ relevant experience in Human Resources preferred
Licensure/Certification: SHRM Certification
Other: Bilingual English/Spanish a plus
